Role Context

The Dry Utilities Inspector - Infrastructure role supports the successful delivery of utility networks by ensuring excavation, duct laying, backfilling, cable pulling, chamber installation, testing, commissioning, and handover activities are completed according to approved drawings, specifications, method statements, and authority standards. Working within AECOM's transportation and construction supervision team, the inspector will coordinate closely with contractors, engineers, local authorities, and client representatives to identify site issues, prevent utility clashes, verify quality, and support timely project closeout.

Key Responsibilities
  • Supervise and inspect dry utility networks including HV and LV cables, street lighting, telecom systems, Etisalat, Du, ITS, and related infrastructure works.
  • Verify that construction activities comply with approved drawings, specifications, method statements, authority standards, and project requirements.
  • Inspect excavation, duct laying, bedding, protection layers, backfilling, cable pulling, and utility corridor works.
  • Monitor jointing, termination, chamber installation, cable protection, and telecom network activities against approved standards.
  • Ensure proper coordination between dry utilities and wet utilities to avoid clashes and support smooth site implementation.
  • Inspect trench preparation before and after utility installation and verify that workmanship meets project quality expectations.
  • Review and comment on shop drawings, material submittals, method statements, inspection and test plans, and as-built drawings related to dry utilities.
  • Monitor contractor performance to ensure compliance with safety requirements, quality control procedures, approved ITPs, and site instructions.
  • Witness and verify work inspection requests, site tests, continuity tests, insulation resistance tests, functional testing, and related documentation.
  • Coordinate with RTA, DEWA, Etisalat, Du, Dubai Municipality, Civil Defense, and other local authorities for inspections, NOCs, approvals, and technical coordination.
  • Participate in progress meetings and coordination discussions to review utility conflicts, technical issues, work sequencing, and schedule updates.
  • Verify trench reinstatement, surface finishing, utility protection, warning tape, route markers, and completed works against project and authority requirements.
  • Ensure installed utilities are adequately protected, marked, recorded, and ready for testing, commissioning, and handover.
  • Support the Resident Engineer and Utility Engineer in resolving site issues, reviewing corrective actions, and verifying as-built information.
  • Identify and report non-conformances, site observations, quality concerns, and unsafe work practices, then follow up until closure.
  • Review daily progress reports, maintain inspection records, and ensure timely submission of site documentation.
  • Confirm that testing, commissioning, completion records, and handover documentation for dry utilities meet project closeout requirements.
Ideal Profile
  • Bachelor's degree in Civil Engineering or a related field.
  • Minimum 7-12 years of experience in utilities engineering, construction inspection, or infrastructure supervision.
  • Minimum 3-5 years of UAE experience on RTA or Dubai Municipality projects is mandatory.
  • Master's degree is preferred but not mandatory.
  • Strong experience inspecting dry utilities including HV and LV cables, street lighting, telecom networks, Etisalat, Du, ITS, chambers, ducts, and related infrastructure.
  • Good knowledge of RTA, DEWA, Etisalat, Du, Dubai Municipality, Civil Defense, and UAE authority procedures.
  • Ability to review shop drawings, material submittals, method statements, ITPs, WIRs, as-built drawings, and testing documentation.
  • Strong understanding of excavation, duct installation, cable pulling, jointing, termination, backfilling, reinstatement, and utility protection requirements.
  • Experience coordinating dry and wet utility interfaces to prevent clashes and support construction sequencing.
  • Practical knowledge of QA/QC procedures, NCR tracking, site observations, inspection records, and project closeout processes.
  • Strong communication skills for working with contractors, engineers, clients, consultants, and authority representatives.
  • Excellent attention to detail with the ability to identify defects, deviations, non-compliance, and safety risks on site.
  • Organized, reliable, and able to manage inspection priorities across active infrastructure construction areas.
