Role Context
The Senior Cyber Security Engineer - Rail will lead cyber security, IT, and OT technical planning across a complex railway infrastructure environment. The role connects enterprise systems, operational technologies, signalling, SCADA, OCC, telecommunications, rolling stock, platform screen doors, passenger systems, fare collection, airport-related interfaces, and external systems into a secure and resilient architecture. By defining cyber requirements, managing risks, supporting assurance, and coordinating secure integration, the position helps protect operational continuity, system reliability, data integrity, and railway safety.
Key Responsibilities
- Lead the development and implementation of IT, OT, and cyber security strategies across all project stages for a major railway system.
- Define cyber security frameworks, policies, standards, procedures, and compliance requirements for railway operational and enterprise systems.
- Ensure secure integration between railway systems including signalling, ATC, CBTC, SCADA, OCC systems, telecommunications, rolling stock, platform screen doors, passenger systems, fare collection, and external interfaces.
- Plan and design secure IT and OT network architectures, communication systems, cybersecurity zones, segmentation strategies, and controlled access models.
- Support Systems Engineering activities including requirements management, interface management, verification, validation, and traceability for IT, OT, and cyber security systems.
- Coordinate interface management between IT, OT, cyber security systems, rail systems, civil works, MEP teams, operators, and multidisciplinary stakeholders.
- Support preparation and review of Design and Construct tender documentation, including technical specifications, cyber security requirements, network architecture requirements, and operational resilience criteria.
- Develop cyber security assurance approaches, vulnerability assessment plans, risk assessment methods, penetration testing strategies, disaster recovery planning, and incident response procedures.
- Support testing and commissioning activities including FAT, SAT, SIT, integrated testing, cyber security validation, operational readiness, and handover support.
- Coordinate with designers, contractors, operators, stakeholders, authorities, and specialist system providers to align operational, cyber security, and integration requirements.
- Identify technical, cyber security, operational, and integration risks linked to IT and OT systems, then develop practical mitigation measures.
- Review system designs, architecture documents, interface requirements, security controls, risk registers, and assurance evidence for compliance and technical accuracy.
- Ensure cyber security work complies with project specifications, railway operational requirements, international standards, cyber security frameworks, and regulatory expectations.
- Provide technical leadership to the Project Manager and multidisciplinary project teams during design, procurement support, delivery, testing, commissioning, and readiness phases.
- Support coordination with airport-related interfaces and operational technologies such as Baggage Handling Systems where project integration requires secure connectivity.
- Promote secure‑by‑design practices across railway systems, operational environments, supplier interfaces, and future asset management requirements.
Ideal Profile
- Engineering degree in Information Technology, Cyber Security, Computer Engineering, Electronics, Telecommunications, Systems Engineering, or an equivalent discipline from a recognized university.
- Minimum 15 years of experience in the AECO industry, IT, OT, cyber security, systems engineering, or a relevant technical field.
- Minimum 10 years of experience in rail projects, rail operations, or large‑scale transportation infrastructure in Dubai, the GCC, or international markets.
- Extensive experience in IT, OT, and cyber security systems for major rail, express railway, infrastructure, or operational technology environments.
- Strong expertise in railway operational technologies, secure systems integration, network architecture, cyber security management, and operational resilience.
- Good understanding of integration between IT and OT systems and railway systems such as signalling, SCADA, OCC, communications, rolling stock, fare collection, and passenger information systems.
- Experience coordinating with external systems, airport‑related interfaces, operational technologies, and Baggage Handling Systems will be highly desirable.
- Proven ability to manage technical and cyber security scope across complex multidisciplinary systems in mega rail or infrastructure projects.
- Strong understanding of Systems Engineering principles including requirements management, interface management, verification, validation, and lifecycle traceability.
- Familiarity with international cyber security standards, railway cyber security frameworks, operational technology best practices, and critical infrastructure security expectations.
- Professional certification or membership with a recognized engineering, IT, or cyber security institution is preferred.
- Cyber security certifications such as CISSP, CISM, ISO 27001, IEC 62443, CEH, or equivalent are highly desirable.
- Strong communication and leadership skills with the ability to coordinate multidisciplinary teams and engage effectively with stakeholders.
- Analytical and practical problem‑solving capability for identifying cyber security risks, operational constraints, and secure integration challenges.
- Ability to work effectively in fast‑paced, multi‑stakeholder project environments while supporting delivery across all project stages.
