Role Overview
Systems Assurance Manager – Rail in Dubai, United Arab Emirates is a senior Civil Engineering opportunity for an experienced assurance leader. The role leads the safety, RAMS, verification, validation, certification and operational readiness program for major rail and infrastructure projects. It requires strong rail systems knowledge, airport integration experience, multidisciplinary interface management capability, and the ability to ensure safe, compliant and fully integrated railway delivery from concept through commissioning and handover.
Key Responsibilities
- Lead the development and implementation of the systems assurance framework, strategy and compliance processes across all project stages.
- Manage systems assurance, RAMS, safety assurance, verification, validation, certification and compliance activities for rail and transportation projects.
- Ensure coordination across signalling, power supply, OCC, communications, rolling stock, platform systems, airport‑related systems and operational interfaces.
- Coordinate assurance activities linked to airport integration, passenger systems, baggage handling interfaces and express railway operations.
- Develop and manage assurance deliverables including hazard logs, assurance reports, compliance matrices, safety cases, verification plans, validation reports and interface registers.
- Support systems engineering activities covering requirements management, traceability, verification, validation and interface control.
- Coordinate interface management processes and ensure alignment with interface control documents and multidisciplinary system requirements.
- Prepare and review design and construct tender documentation related to systems assurance, RAMS, testing, commissioning and operational readiness.
- Lead coordination with designers, contractors, operators, airport stakeholders, independent assessors and regulatory authorities to support approvals and certification.
- Support testing and commissioning strategies including FAT, SAT, SIT, integrated testing, trial operations and operational readiness activities.
- Identify technical, safety, operational, certification and integration risks related to railway systems and airport interfaces.
- Develop and monitor mitigation measures to reduce assurance, safety and system integration risks.
- Ensure compliance with project specifications, safety requirements, international railway standards, authority regulations and operational readiness expectations.
- Provide technical leadership to project managers, engineering teams, delivery teams and multidisciplinary stakeholders throughout project delivery.
Ideal Profile
- Relevant engineering degree from a recognised university.
- Minimum 15 years of experience in the AECO industry or a relevant technical field.
- Minimum 10 years of experience in rail projects or rail operations in Dubai, the GCC or international markets.
- Professional certification or membership with a recognised engineering, railway, safety or systems assurance institution preferred.
- Additional qualifications in Systems Assurance, RAMS, Functional Safety or Railway Safety an advantage.
- Strong experience in systems assurance, RAMS, verification and validation, and safety assurance for large‑scale rail and infrastructure projects.
- Experience with express railway systems, airport integration, passenger systems, operational interfaces and baggage handling integration highly valuable.
- Strong understanding of systems engineering principles including requirements management, traceability, interface management, verification and validation.
- Proven ability to manage technical and management scope for complex multidisciplinary rail systems packages.
- Experience coordinating assurance and certification activities with operators, authorities, independent assessors and regulatory stakeholders.
- Familiarity with international railway standards, safety frameworks, operational readiness practices and rail assurance best practices.
- Strong leadership, communication, coordination, analytical and problem‑solving skills.
- Ability to operate effectively in complex, fast‑paced, multi‑stakeholder rail and infrastructure environments.
