Job summary

GINCO Cont. Co. LLC in the United Arab Emirates seeks an experienced Cost Engineer to lead cost control for major civil and infrastructure projects. You will implement cost frameworks, perform EVM analysis, and translate tender estimates into executable budgets.

The role requires 10+ years of cost engineering experience, a civil or construction management degree, and certifications such as CCP/CEP or PMP are preferred. UAE driving license is required for site access.

Qualifications

• Essential: 10+ years cost engineering experience with attested degree.
• Preferred: AACE CCP/CEP or PMP certification.
• Experience with SAP ERP and Primavera P6 cost integration.
• Valid UAE Driving License is required.

Responsibilities

• Cost Engineering Framework leadership across civil building and infrastructure packages.
• Design govern and audit standard cost control procedures across all civil building and infrastructure packages.
• Baseline Budget Development: translate tender estimates into detailed operationally viable project execution budgets (WBS, CBS).
• Earned Value Management (EVM): calculate and report CPI, SPI, CV and SV metrics.
• Estimate at Completion (EAC): develop accurate monthly EAC models forecasting final outturn.
• Subcontract Procurement Review: ensure alignment with cost baseline allowances.
• Productivity Rate Benchmarking: benchmark site labor, plant and material unit costs.
• Cash Flow Liquidity Management: model monthly cash-in and cash-out curves to protect working capital.
• Executive Cost Reporting: deliver strategic financial presentations and cost mitigation strategies.

Essential Qualifications: Bachelor’s Degree in Civil Engineering or Construction Management (attested with equivalency & MOFA); 10+ years cost engineering experience.

Preferred Qualifications: AACE International certifications (CCP, CEP) or PMP; expert in SAP ERP and Primavera P6 cost integration.

Professional Licenses / Certifications: Valid UAE Driving License.

Required UAE / GCC Construction Experience: 10–14 years with Tier-1 UAE civil contractors managing budgets on major luxury villa communities, high-rise towers, and infrastructure schemes.
