Job summary

Client of Discovered MENA in the UAE seeks a Senior Consultant/Manager to design and deliver target operating models. You will lead engagements transforming government and energy/utilities clients, guiding governance structures and workforce sizing.

You will drive change management, stakeholder engagement, and trajectory planning, with GCC experience and Big 4 exposure preferred for leadership roles.

Qualifications

• Consulting experience in organisation design or transformation.
• Strong analytical skills in capacity analysis, spans and layers.
• Experience engaging with senior client stakeholders up to C-suite.
• GCC experience and UAE public sector transformation preferred.

Responsibilities

• Design and deliver target operating models from strategy to structure, roles, governance, and workforce sizing.
• Apply lean portfolio management, flow optimisation, and scaled agile practices.
• Redesign roles, spans and layers for AI-enabled, accountable ways of working.
• Own change management, stakeholder engagement, and transition planning from day one.
• Lead engagements, manage scope and budget, and drive business development at Manager/Senior Manager level.

Design and deliver target operating models from strategic intent through to structure roles decision rights governance and workforce sizing Help clients move from function-led to product-centric operating models value streams persistent teams funding and governance Apply lean portfolio management flow optimisation and scaled agile practically including telling a client when they don t need it Redesign roles spans and layers for AI-enabled and automated ways of working with clear human accountability Own the change stakeholder engagement organisational impact assessment and transition planning from day one to steady state At Manager and Senior Manager level lead engagements and teams manage scope and budget and drive business development and account growth
