Key Responsibilities
- Review Inspectors' Daily Reports to confirm accuracy, completeness, technical quality, and compliance with project reporting standards.
- Prepare the Engineer's Daily Diary covering site activities, key progress, work observations, technical issues, and project coordination matters.
- Provide daily oversight of inspector activities, including task assignments, field performance, technical guidance, and inspection priorities.
- Review contractor inspection requests, surveying requests, testing requests, and related reports for compliance with project specifications and approved procedures.
- Review and approve contractor shop drawings, materials, methods, and technical documents when delegated by the Resident Engineer.
- Monitor contractor survey team performance and verify the accuracy of setting‑out works, levels, alignments, and as‑built information.
- Prepare meeting minutes, site instructions, technical correspondence, and project records as delegated by the Resident Engineer.
- Coordinate with contractor supervisory staff on work sequence, methodology, manpower planning, site constraints, and schedule compliance.
- Monitor construction progress against the approved baseline program and report delays, risks, quality concerns, and site constraints.
- Conduct regular field inspections of work in progress and provide technical consultation to the Resident Engineer, inspectors, and contractor teams.
- Prepare written and verbal reports for the Resident Engineer covering technical, contractual, procedural, and site coordination matters.
- Review and verify as‑built drawings in coordination with inspectors, surveyors, engineers, and contractor technical teams.
- Ensure site activities are executed in accordance with approved drawings, project specifications, HSE requirements, quality procedures, and contract obligations.
- Identify non‑conformances, initiate corrective actions, and follow up with contractors to ensure timely closure.
- Support the Resident Engineer in reviewing technical submittals, progress reports, contractor documentation, and project records.
- Maintain effective coordination between supervision teams and contractors to resolve site issues quickly and professionally.
- Liaise with Dubai authorities including RTA, Dubai Municipality, DEWA, Etisalat, DU, and Civil Defense for inspections, NOCs, approvals, and technical coordination.
- Review authority‑related drawings and check compliance with the latest standards, procedures, and specifications of each authority.
- Follow up on authority inspection requests and assist in resolving comments, non‑compliance issues, or approval delays.
- Ensure timely submission and approval of authority NOCs required for construction, testing, commissioning, and final handover.
- Coordinate with utility service providers to support connection works, service diversions, and protection of existing utilities.
- Attend authority meetings and provide technical input to support Resident Engineer discussions, progress reviews, and coordination sessions.
- Maintain accurate records of authority communications, approvals, comments, correspondence, and documentation required for project close‑out.
- Support successful STP delivery through coordination of civil, mechanical, process, testing, commissioning, and operational handover activities.
Ideal Profile
- Bachelor's degree in Civil Engineering or a related discipline from a recognized university.
- Minimum 10 years of extensive experience in sewage treatment plant projects.
- Strong background in construction supervision, installation, testing, commissioning, and handover of treatment facilities and associated infrastructure.
- Proven hands‑on involvement in end‑to‑end STP project delivery, including civil, mechanical, process‑related, and infrastructure components.
- Strong understanding of treatment systems, operational requirements, plant interfaces, and site execution requirements within STP environments.
- UAE project experience is highly preferred, especially on Dubai‑based infrastructure and sewage treatment plant projects.
- In‑depth knowledge of local authority regulations, approval processes, and standards related to STP and infrastructure works.
- Strong expertise in reviewing shop drawings, material submittals, inspection and testing procedures, technical reports, and as‑built documentation.
- Solid understanding of UAE codes, environmental regulations, HSE requirements, and quality procedures for wastewater treatment facilities.
- Demonstrated ability to coordinate with contractors, consultants, authorities, inspectors, surveyors, and multidisciplinary engineering teams.
- Able to monitor contractor progress, identify technical issues, support corrective actions, and maintain reliable project records.
- Strong written and verbal communication skills for reports, correspondence, meeting minutes, and authority coordination.
