Job summary

Roads and Transport Authority in Dubai seeks a senior asset management lead to direct strategic and operational road asset maintenance, shaping policies, programs, and budgets to maximize lifecycle value, safety, and customer satisfaction.

You will formulate standards, approve contracts, monitor road conditions, manage budgets, and report KPIs and risks to the Director, while applying data-driven, AI-enabled improvements to reduce lifecycle costs and enhance serviceability.

Qualifications

• Ph.D.: 5+ years in related field
• Master’s: 7+ years in related field
• Bachelor’s: 10+ years in related field

Responsibilities

• Formulate policies, standards and multi-year maintenance programs aligning with asset management and sustainability goals
• Approve contracts, tenders and design reviews ensuring technical, legal and statutory requirements are met
• Contribute to planning and technical review of road and bridge rehabilitation or upgrade designs to ensure long-term serviceability and engineering integrity
• Monitor road conditions, prioritize work and allocate resources to contractors and in-house teams
• Manage departmental budget, analyze cost reports and implement corrective measures to drive financial efficiency
• Oversee execution of projects and preventive programs, reporting progress, KPIs and risks to the Director
• Apply transportation engineering principles to optimize inspection strategies and maintenance intervals across road assets

Job description

• Formulate policies, standards, and multi-year maintenance programs, aligning executive plans and budgets with RTA asset management and sustainability goals.


• Approve contracts, tenders, and design reviews, ensuring all technical, legal, and statutory requirements are addressed.


• Contribute to the planning and technical review of road and bridge rehabilitation or upgrade designs to ensure long-term serviceability and engineering integrity.

Operations

• Monitor road conditions, prioritize work, and allocate resources to contractors and in-house teams, ensuring timely, high-quality project delivery.


• Manage departmental budget, analyze cost reports, and implement corrective measures that drive financial efficiency.


• Oversee execution of projects and preventive programs, reporting progress, KPIs, and risks to the Director.

Product / Process Improvement

• Analyze KPIs and innovation metrics; recommend AI-enabled, data-driven improvements that enhance operational excellence and reduce lifecycle costs.


• Develop technical reports, studies, and value engineering proposals to inform strategic decisions and foster continuous improvement.


• Lead internal training programs and knowledge-sharing initiatives, raising competency and innovation maturity across the department.


• Apply transportation engineering principles to optimize inspection strategies, maintenance intervals, and geometric compliance across road assets.

Physical Working Conditions

• Conduct site inspections across Dubai’s Road network and facilities in outdoor, traffic-exposed environments, including occasional emergency or after-hours visits.

Job Qualifications & Requirements
