Job summary

Tanqeeb is seeking a senior Civil/Materials Engineer to lead policy formulation, maintenance programs, and multi-year planning for Dubai's road assets. You will align executive plans with asset goals and approve contracts and design reviews to ensure long-term serviceability.

The role emphasizes monitoring conditions, budgeting, KPI reporting, and driving AI-enabled improvements while leading staff training to raise competency across the department.

Qualifications

• Master's degree in civil or materials engineering required.
• Greater than or equal to 5 years of experience for PhD holders, 7+ years for Master’s, 10+ years for Bachelor’s in related field.

Strategy

• Formulate policies, standards, and multi-year maintenance programs, aligning executive plans and budgets with RTA asset management and sustainability goals.
• Approve contracts, tenders, and design reviews, ensuring all technical, legal, and statutory requirements are addressed.
• Contribute to the planning and technical review of road and bridge rehabilitation or upgrade designs to ensure long-term serviceability and engineering integrity.

Operations

• Monitor road conditions, prioritize work, and allocate resources to contractors and in-house teams, ensuring timely, high-quality project delivery.
• Manage departmental budget, analyze cost reports, and implement corrective measures that drive financial efficiency.
• Oversee execution of projects and preventive programs, reporting progress, KPIs, and risks to the Director.

Product / Process Improvement

• Analyze KPIs and innovation metrics; recommend AI-enabled, data-driven improvements that enhance operational excellence and reduce lifecycle costs.
• Develop technical reports, studies, and value engineering proposals to inform strategic decisions and foster continuous improvement.
• Lead internal training programs and knowledge-sharing initiatives, raising competency and innovation maturity across the department.
• Apply transportation engineering principles to optimize inspection strategies, maintenance intervals, and geometric compliance across road assets.

Physical Working Conditions

• Conduct site inspections across Dubai's Road network and facilities in outdoor, traffic-exposed environments, including occasional emergency or after-hours visits.

Education: Master's degree in civil/Materials Engineering

Experience: 5+ years in case of Ph.D (7+ years in case of Master's, 10+ years in case of Bachelor's degree) in related field
