ACC Group is seeking a Senior Safety Officer / Welfare Coordinator in Abu Dhabi to implement and monitor HSE policies across projects, ensuring ADNOC standards and UAE regulations are met. You will conduct safety inspections, toolbox talks, and behavioural safety measures while coordinating welfare facilities for a large workforce.

The role requires 7+ years in HSE and welfare on oil & gas projects, with NEBOSH IGC/GC or equivalent.

Job Description
Key Responsibilities - Senior Safety Officer / Welfare Coordinator
  • Implement and monitor project HSE policies, procedures, plans, and requirements at site.
  • Ensure compliance with ADNOC HSE standards, project HSE requirements, UAE regulations, and Tecnimont/project procedures.
  • Conduct regular site inspections, safety walks, toolbox talks, HSE observations, and behavioral safety interventions.
  • Monitor compliance with Permit to Work (PTW), Job Safety Analysis (JSA), Risk Assessment, Method Statements and Safe Work Procedures.
  • Identify unsafe acts, unsafe conditions, hazards, and potential risks and ensure timely corrective actions.
  • Monitor critical activities including work at height, lifting operations, scaffolding, excavation, confined space, hot work, electrical work, line breaking, working near live facilities, and heavy equipment operations.
  • Ensure proper implementation of ADNOC Life-Saving Rules and critical risk controls.
  • Conduct daily safety briefings, toolbox talks, inductions, and HSE awareness programs for workers and supervisors.
  • Participate in incident, near-miss, accident, and unsafe-event investigations and support root-cause analysis and corrective/preventive actions.
  • Monitor emergency preparedness and participate in emergency drills and response activities.
  • Ensure proper availability and use of PPE and verify compliance with PPE requirements.
  • Coordinate with construction, QA/QC, engineering, subcontractors, and other departments to resolve HSE issues.
  • Maintain proper HSE inspection records, observations, action trackers, and close-out documentation.
  • Support internal, client, and third-party HSE audits and inspections.
  • Prepare daily/weekly/monthly HSE reports, statistics, observations, and performance updates.
  • Stop unsafe work whenever an immediate or serious risk to personnel, assets, or the environment is identified and ensure safe resumption after corrective action.
  • Promote a strong Zero Incident / 100% HSE culture throughout the project.
Key Responsibilities - Welfare Coordination
  • Coordinate and monitor overall employee welfare facilities and services at project sites, accommodation/camps, and other workforce facilities.
  • Ensure adequate standards of accommodation, sanitation, hygiene, drinking water, food safety, dining facilities, rest areas, transportation, laundry, recreation, and other welfare facilities.
  • Conduct regular welfare inspections of camps, accommodation, kitchens, dining areas, toilets, washrooms, rest areas, and transportation facilities.
  • Monitor cleanliness, hygiene, pest control, waste management, potable water, food storage, food preparation, and general camp conditions.
  • Coordinate with camp management, catering contractors, transport providers, housekeeping teams, and project administration to resolve welfare-related issues.
  • Maintain welfare inspection checklists, action trackers, complaints/feedback records, and corrective action reports.
  • Ensure workforce welfare concerns are recorded, investigated, and resolved within agreed timelines.
  • Monitor heat stress prevention, fatigue management, hydration, shaded/rest areas, and worker health awareness, particularly during summer operations.
  • Support implementation of welfare requirements in line with ADNOC contractor HSE and welfare expectations and UAE labour requirements.
  • Conduct regular workforce engagement sessions to understand employee concerns and improve welfare standards.
  • Coordinate welfare-related emergency arrangements, medical facilities, first-aid provisions, and emergency transportation where required.
  • Ensure welfare facilities remain suitable for the workforce population and project requirements.
  • Support client and third-party welfare audits and ensure timely close-out of findings.
Required Qualifications & Experience
  • Minimum 7+ years of relevant experience in HSE/Safety and workforce welfare within Oil & Gas, Petrochemical, EPC, Construction, or Industrial projects.
  • Experience in major ADNOC projects is highly preferred.
  • Experience with Tecnimont / Technip / Saipem / NPCC / Petrofac or other major EPC contractors will be an advantage.
  • UAE Oil & Gas project experience is strongly preferred.
  • Proven experience in site safety and workforce welfare coordination on large-scale projects.
  • Strong knowledge of ADNOC HSE requirements and contractor management expectations.
  • NEBOSH IGC/GC, IOSH, Safety Diploma, or equivalent recognized HSE qualification.
  • Additional certifications such as ISO 45001, ISO 14001, Incident Investigation, PTW, H2S, First Aid, Fire Fighting, and Risk Assessment will be an advantage.
  • ADNOC approval/experience will be highly advantageous.
  • Good knowledge of UAE HSE legislation and applicable international HSE standards.
  • Strong English communication and report-writing skills.
  • Ability to communicate effectively with multinational workforces, supervisors, subcontractors, and client representatives.
