Confidential is seeking a dedicated Technical Resourcing Specialist to support the ESP Business Unit with tenders and project-based staffing. You will proactively source qualified technical professionals, build a strong talent pool, and coordinate candidate submissions for tender requirements.

The role focuses on project mobilization rather than permanent recruitment, working closely with the TA team to ensure efficient sourcing and governance.

Job description

To provide dedicated technical resourcing support to the ESP Business Unit for tenders, project-specific manpower requirements and project mobilization, by proactively sourcing and maintaining a pipeline of qualified technical professionals. The position will primarily support project-based and tender-related resourcing and will not be responsible for managing permanent recruitment requirements, which will remain under the ownership of the central TA team.

Responsibility and Authority

• Work closely with the ESP Business Head, Project Managers and Tendering/Proposal teams to understand technical manpower requirements for tenders and projects.
• Source qualified technical professionals based on tender specifications, project requirements, qualifications, certifications and relevant industry experience.
• Build and maintain a strong database/talent pool of technical professionals for frequently required project and tender positions.
• Review and screen CVs against tender and project requirements and ensure only suitable candidates are shortlisted.
• Coordinate the preparation, formatting and submission of candidate CVs in accordance with tender requirements.
• Support project mobilization by sourcing and coordinating suitable technical resources within agreed timelines.
• Proactively source passive candidates through LinkedIn, professional networks, job portals, referrals and other relevant channels, particularly for niche technical requirements.
• Maintain accurate candidate records, availability status and talent pipelines in the designated recruitment system/database.
• Work closely with the TA team to ensure clear ownership of candidates and avoid duplication of sourcing activities.
• Refer all permanent/regular employment vacancies to the central TA team and support the TA team where project candidates are subsequently considered for permanent positions.
• Provide regular updates to the ESP Business Head and TA Manager on sourcing progress, talent availability, challenges and upcoming project/tender requirements.
• Ensure compliance with company recruitment policies, processes, candidate confidentiality and applicable recruitment governance requirements.
• Participate in regular coordination meetings with the TA Manager to review pipelines, priorities and recruitment activity.

Your Qualifications and Skills

1. Bachelor’s degree in any engineering related field.

2. Minimum 5 years of experience in technical recruitment, technical resourcing, project recruitment or manpower sourcing.

3. Experience supporting engineering, inspection, testing, certification, construction, energy, oil & gas or other technical/project-based industries would be highly desirable.

4. Experience working with tender/proposal teams and project mobilization would be a strong advantage.

Demonstrated experience sourcing niche technical professionals across multiple markets.
