Qualifications

  • Diploma in Quantity Surveying or Engineering (Civil /MEP).
  • Bachelor’s Degree in Quantity Surveying or Engineering (Civil /MEP).
  • Minimum of 3-5 years in the related field.
  • Proven experience in tendering and Design & Build environments.
  • Knowledge of FIDIC contracts.
  • Extensive understanding of building pathology, construction technology, and regulatory requirements.

Responsibilities

  • Pre-Contract: Measure quantities and prepare BOQ/cost estimates.
  • Cost planning at various design stages and feasibility studies.
  • Post-Contract: review payment apps and variations.
  • Contract administration under FIDIC or equivalent forms.
  • Final account and project closeout responsibilities.

  • Identify financial and contractual risks and participate in value engineering.
  • Maintain cost records and prepare management reports.

Job description

The Quantity Surveyor (QS) plays a central role in managing the cost, contractual, and commercial aspects of construction projects, ensuring delivery within budget, on time, and in compliance with quality and contractual requirements, in alignment with Land Sterling standards. This position also ensures adherence to industry best practices and applicable local regulations.

The Quantity Surveyor (QS) plays a central role within the team; therefore, the QS shall be capable of fulfilling the responsibilities of a Junior Quantity Surveyor (Jr. QS). Where required, the QS shall also undertake Jr. QS duties.

1. Pre-Contract Responsibilities
Measurement and Quantity Take-off
  • Prepare detailed quantity take-offs from drawings and specifications using standard methods of measurement (e.g., POMI, NRM).
  • Assist in preparing Bills of Quantities (BOQ) and cost breakdowns for tender or cost planning purposes.
  • Check and verify measurement data provided by contractors or suppliers or consultant.
Cost Planning and Estimation
  • Prepare detailed cost estimates and cost plans at various design stages (Concept, Schematic, Detailed Design).
  • Assist in preparing cost plans and feasibility studies to advise clients on project affordability.
  • Analyze design drawings and specifications to estimate quantities and project costs.
  • Prepare Bills of Quantities (BOQ), tender documents, and pricing schedules in accordance with standard measurement methods (e.g., POMI, NRM).
  • Assist in the tendering process, including issuing documents, handling queries, and preparing tender addenda.
  • Evaluate tender submissions and prepare comparison reports for review by senior QS or the client.
Post-Contract Cost Management
  • Review and verify contractor payment applications and recommend interim valuations.
  • Record and evaluate variations (change orders) to assess cost and time impacts.
  • Monitor and report on project cost performance against the approved budget.
  • Assist in preparing monthly cost reports and cash flow forecasts
Contract Administration
  • Support in administering the contract under FIDIC or equivalent forms.
  • Maintain records of correspondences, change notices, and contractual matters.
  • Assist senior QS in assessing claims and extensions of time.
Final Account & Project Closeout
  • Prepare and assist in the agreement of final accounts with contractors.
  • Ensure all cost-related documentation is complete and archived properly.
  • Support the closeout of financial aspects of the project.
Coordination & Communication
  • Coordinate with project managers, design consultants, and contractors for cost-related inputs.
  • Attend project meetings and report on commercial progress.
  • Communicate clearly with clients regarding cost implications and recommendations.
4. Risk and Value Management
  • Identify financial and contractual risks throughout the project lifecycle.
  • Participate in value engineering workshops to optimize cost efficiency.
  • Recommend alternative construction methods or materials to achieve savings without compromising quality.
5. Documentation and Reporting
  • Maintain up-to-date cost records and quantity take-offs.
  • Prepare cost summaries and detailed reports for senior QS or project management.
  • Support the preparation of management presentations and client deliverables.
  • Maintain organized project files, including drawings, correspondence, and cost data.
  • Ensure proper documentation of all cost-related activities for audit and reporting purposes.
  • Contribute to the overall efficiency of the QS department by supporting team priorities.
8. Professional Development
  • Keep updated on current market rates, construction methods, and materials.
  • Comply with company procedures and professional standards (e.g., RICS, AIQS).
  • Continuously improve technical and analytical skills under senior guidance.
