Job summary

Development Inc. is seeking a Graduate Quantity Surveyor in Dubai to support the QS and commercial management team. You will assist in cost planning, measurements, procurement support, and preparation of commercial reports across pre‑ and post‑contract activities.

Working with Senior Quantity Surveyors, you will help maintain financial efficiency, prepare interim payments, and support commercial close‑out while ensuring alignment with contract requirements and client expectations.

Qualifications

  • Bachelor's degree in quantity surveying or civil engineering.
  • Fresh graduate or up to 3 years of experience in buildings/infrastructure.
  • Proficient in reading civil, architectural, and structural drawings.
  • Strong cost management knowledge and numerical ability.
  • Familiarity with standard forms of contract (FIDIC preferred).

Responsibilities

  • Prepare detailed cost plans, estimates for various design stages.
  • Carry out quantity take-offs from drawings using digital tools.
  • Develop cost benchmarks, models, and value engineering options.
  • Evaluate design changes and update cost plans accordingly.
  • Prepare pre-tender estimates and advise on market pricing.
  • Prepare tender documents and pricing schedules.
  • Coordinate tender process and ensure timely bid submissions.
  • Support tender analyses and summarize commercial recommendations.
  • Assist in evaluating contractor proposals for scope and cost alignment.
  • Support post‑contract administration, including variations and claims.
  • Maintain logs for change control and cost tracking.
  • Prepare interim payment reviews and final accounts.
  • Support client presentations and commercial close‑out documentation.

Job description

The Graduate will support the QS & CM team by carrying out accurate measurements, maintaining robust cost control, and ensuring timely preparation of commercial reports. The role involves assisting in both pre‑contract and post‑contract activities, including cost planning, procurement support, valuation preparation, and contract administration.

Working closely with Senior Quantity Surveyors, the Graduate QS contributes to maintaining financial efficiency and ensuring full compliance with the project’s contractual obligations across all stages of the construction lifecycle. This position plays a key role in safeguarding the project’s commercial performance and supporting the successful delivery of building and infrastructure works.

Duties and Responsibilities
  • Assist in preparing detailed cost plans, elemental estimates, and feasibility studies for building and infrastructure projects at various design stages (concept, schematic, detailed design).
  • Carry out quantity take-offs from design drawings and specifications using digital measurement tools.
  • Support the development and updating of cost benchmarks, cost models, and value engineering options for client presentations.
  • Assist in evaluating design changes and updating cost plans to reflect revised project scope, materials, and methodologies.
  • Contribute to preparing pre-tender estimates (PTEs) and advising clients on expected market pricing.
  • Assist in preparing tender documentation, including Bills of Quantities, pricing schedules, preambles, and measurement notes.
  • Coordinate the tender process by issuing invitations to tender, tracking clarifications, and ensuring timely submission of bids.
  • Support the preparation of tender analysis reports, reviewing contractor pricing, identifying abnormalities, and summarizing commercial recommendations for clients.
  • Help evaluate contractor proposals for scope compliance, methodology, and cost alignment with the client’s budget.
  • Support the preparation of recommendations for award for client approval.
  • Contract Administration
  • Assist in reviewing contract conditions, scope definitions, and commercial schedules for client appointments and contractor agreements.
  • Support the post‑contract administration process, including evaluating variations, assessing contractor claims, and preparing recommendations.
  • Maintain logs for change control, correspondence, early warnings, and cost tracking on behalf of the client.
  • Assist in preparing Interim Payment Certificate reviews, validating contractor progress claims and advising clients on certified amounts.
  • Support the preparation of final accounts, reconciliation reports, and commercial close‑out documentation.
  • Measurement, Valuations & Site Support
  • Carry out independent measurement checks for contractor variations, progress claims, and remeasurement contracts.
  • Conduct periodic site visits to verify progress, quantities executed, and compliance with contract scope.
  • Assist in preparing valuation reports, progress summaries, and updates to the client’s cost‑to‑complete forecasts.
  • Coordinate with design teams and project managers to validate information required for accurate measurement and commercial assessment.
  • Provide support in assessing contractor proposals, BOQs, and design changes, ensuring alignment with cost and contract requirements.
  • Commercial Reporting
  • Assist in preparing comprehensive monthly cost reports, including budget status, cash flow projections, risk allowances, and anticipated final costs.
  • Maintain accurate commercial documentation for audit and client reporting purposes.
  • Support the preparation of risk registers, tracking cost risks, opportunities, and mitigation strategies.
  • Prepare client‑facing presentations, commercial updates, and executive summaries.
  • Contribute to developing internal cost databases, benchmarking data, and lessons‑learned reports to support consultancy best practices.
Qualities and Skills required
  • Proficient in reading civil, architectural, and structural drawings
  • Knowledge of cost management principles for both buildings and infrastructure
  • Understanding of standard forms of contract (FIDIC preferred)
  • Strong Excel skills; exposure to DimX, WinQS, CostX, Candy, Bluebeam, or similar QS software is beneficial
  • Analytical mindset with strong numerical ability
  • Good communication skills and ability to collaborate across multidisciplinary teams
  • High attention to detail and a proactive work approach
Qualifications required
  • Bachelor’s degree in quantity surveying or civil engineering from a reputed University.
  • Fresh Graduate or up to 3 years of experience in buildings, infrastructure, or mixed‑use construction
