SOL Properties in Dubai seeks a Quality Control Engineer to monitor construction works across projects, ensuring compliance with approved designs, specifications, contractual requirements, authority regulations, and the Client's quality standards.

The Quality Control Engineer shall act as the Client's quality representative, independently monitoring the Main Contractor and Consultant, identifying quality deficiencies, and ensuring timely corrective actions.

Competenze

• Bachelor's degree in Civil Engineering or relevant engineering discipline.
• 12–15 years of construction experience, preferably in building construction and real estate development.
• Experience with developers, client representatives, or project management consultants is preferred.
• Strong knowledge of construction materials, specifications, inspection procedures, and quality standards.
• Familiarity with ISO 9001 Quality Management Systems.
• Knowledge of UAE construction regulations and authority requirements.

• Review and monitor the project's Quality Management Plan (QMP) submitted by the Consultant and Main Contractor.
• Ensure compliance with approved drawings, specifications, BOQ, contract requirements, and applicable codes and standards.
• Review Inspection and Test Plans (ITPs), Method Statements, and quality procedures.
• Monitor the implementation of approved quality procedures throughout construction.
• Ensure materials and products used on site comply with approved submittals and project specifications.
• Conduct regular site inspections to monitor construction quality and workmanship.
• Monitor critical construction activities (structural/concrete works, waterproofing/insulation, blockwork/plastering, MEP, finishing/architectural works).
• Verify works are executed per shop drawings and coordinated documents.
• Identify defects and ensure rectification.
• Attend critical inspections and testing activities as Client's representative.
• Identify and report Non-Conformance Reports (NCRs) and quality deficiencies.
• Monitor corrective and preventive action plans.
• Verify effectiveness of corrective actions and NCR closures.
• Maintain a register of quality observations, defects, and outstanding issues.
• Escalate repeated quality failures to the Project Manager.
• Monitor testing and commissioning procedures; review testing records, lab results, and quality documentation.
• Monitor snagging/desnagging activities and ensure defects are rectified before handover.
• Review quality-related handover documents (as-built drawings, warranties, test certificates, O&M manuals).
• Prepare periodic quality reports; maintain NCR registers; highlight quality risks; report overall quality performance; maintain documentation of quality correspondence and approvals.

To represent the Client's interests in monitoring and controlling the quality of construction works across projects, ensuring that all works are executed in accordance with approved designs, specifications, contractual requirements, applicable authority regulations, and the Client's quality standards.

The Quality Control Engineer shall act as the Client's quality representative, independently monitoring the performance of the Main Contractor and Consultant, identifying quality deficiencies, and ensuring timely corrective actions.

2. Key Responsibilities

A. Quality Assurance & Compliance

1. Review and monitor the project's Quality Management Plan (QMP) submitted by the Consultant and Main Contractor.
2. Ensure compliance with approved drawings, specifications, BOQ, contract requirements, and applicable codes and standards.
3. Review Inspection and Test Plans (ITPs), Method Statements, and quality procedures.
4. Monitor the implementation of approved quality procedures throughout construction.
5. Ensure that all materials and products used on site comply with approved material submittals and project specifications.

B. Site Quality Monitoring & Inspections

1. Conduct regular site inspections to monitor construction quality and workmanship.
2. Monitor critical construction activities, including:
   • Structural and concrete works.
   • Waterproofing and insulation.
   • Blockwork and plastering.
   • MEP installations.
   • Finishing and architectural works.
3. Verify that works are executed in accordance with approved shop drawings and coordinated construction documents.
4. Identify defective or non-compliant works and ensure proper rectification.
5. Attend critical inspections and testing activities as the Client's representative.

C. Non-Conformance Management

1. Identify and report Non-Conformance Reports (NCRs) and quality deficiencies.
2. Monitor corrective and preventive action plans submitted by the Contractor.
3. Verify the effectiveness of corrective actions and closure of NCRs.
4. Maintain a register of quality observations, defects, and outstanding issues.
5. Escalate repeated quality failures or major deviations to the Project Manager.

2. 2. Assess the Contractor's compliance with approved quality procedures.
3. 3. Ensure that the Consultant performs adequate inspections and follows up on outstanding quality issues.
4. 4. Review quality-related reports submitted by the Consultant and Contractor.
5. 5. Highlight recurring quality issues and recommend improvement measures

2. 2. Review testing records, laboratory results, and quality documentation.
3. 3. Monitor the preparation and closure of snagging and de-snagging activities.
4. 4. Verify that outstanding defects are rectified before project handover.
5. 5. Review quality-related handover documents, including as-built drawings, warranties, test certificates, and operation and maintenance manuals.

F. Reporting & Documentation

1. Prepare periodic quality reports for the Client.
2. Maintain quality inspection records and NCR registers.
3. Highlight critical quality risks and recommend mitigation measures.
4. Report the overall quality performance of the Contractor and Consultant.
5. Maintain proper documentation of all quality-related correspondence and approvals.

3. Qualifications & Experience

• Bachelor's degree in Civil Engineering or relevant engineering discipline.
• Minimum 12–15 years of construction experience, preferably in building construction and real estate development.
• Previous experience working with developers, client representatives, or project management consultants is preferred.
