Role Context
The QA‑QC Material Engineer supports the Resident Engineer and QA‑QC Manager by ensuring that construction materials, workmanship, quality records, inspections, tests, and approvals meet project contract requirements and authority standards.
The position plays a key role in implementing the Quality Management System at site level, verifying material traceability, reviewing contractor submittals, monitoring laboratory testing, managing NCR follow‑up, and supporting final project handover documentation for major infrastructure works in Abu Dhabi Emirate.
Key Responsibilities
- Assist the Resident Engineer in implementing and enforcing the project Quality Management System and project quality plans at site level.
- Supervise and review contractor Inspection Requests and verify that required prerequisites are complete before inspection.
- Coordinate with site inspectors to ensure inspections are performed according to approved Inspection and Test Plans.
- Review contractor method statements, Inspection and Test Plans, subcontractor prequalification documents, and quality‑related submissions.
- Provide technical inputs and recommendations to the Resident Engineer on quality, materials, testing, and compliance matters.
- Monitor contractor and third‑party laboratory testing to ensure compliance with approved sampling and testing plans.
- Maintain detailed records of inspections, material approvals, test results, non‑conformance reports, corrective actions, and quality documentation.
- Ensure non‑conformance reports are processed on time and followed up until proper closure.
- Track contractor corrective and preventive actions to confirm timely implementation and documented completion.
- Verify compliance and traceability of materials used on site through delivery inspections, testing certificates, approvals, and supporting records.
- Support the QA‑QC Manager in preparing periodic quality reports, trend analysis, and monthly progress report inputs.
- Conduct spot checks on workmanship, material use, installation quality, and specification compliance.
- Report quality findings, risks, observations, and recurring issues to the Resident Engineer and QA‑QC Manager.
- Liaise with contractor QA‑QC staff to resolve site quality issues under the direction of the QA‑QC Manager.
- Participate in toolbox talks, quality briefings, and site awareness sessions to reinforce quality requirements.
- Conduct or assist audits according to the approved audit schedule.
- Coordinate with contractor and client teams to improve quality documentation, inspection tracking, and record control.
- Ensure construction materials comply with DMT, ADM, approved material lists, project specifications, and contract requirements.
- Review and approve material submittals, source approvals, mix designs, compliance certificates, and related technical documents.
- Check that authority requirements and local standards are properly reflected in material review, testing, and approval processes.
- Support final handover by ensuring quality records, inspection files, test reports, NCR closures, and material documentation are complete.
- Perform other responsibilities related to QA‑QC and material engineering as assigned by project leadership.
Ideal Profile
- Bachelor degree in Civil Engineering, construction‑related field, or equivalent construction‑related work experience.
- Minimum 10 years of experience in quality control and quality assurance activities on major large‑scale infrastructure projects.
- Regional experience in major infrastructure projects is required.
- Experience in utilities, stormwater, and infrastructure construction projects in Abu Dhabi is preferred.
- DMT or TAQA approved engineer status is preferred.
- Strong knowledge of Quality Management practices, site quality processes, inspection control, and material compliance.
- Experience with Quality Management Systems and standards specified by ISO9000, ASME, ANSI, ASTM, and similar organizations.
- Good understanding of DMT, ADM, local authority requirements, approved material lists, source approvals, mix designs, and compliance certificates.
- Ability to review method statements, ITPs, subcontractor prequalification documents, material submittals, test reports, and NCR records.
- Strong coordination skills for working with contractors, subcontractors, laboratories, inspectors, clients, and internal project teams.
- Clear communication skills with the ability to conduct presentations to management and interface with diverse professionals.
- Basic computer skills, including Microsoft Office and project‑related systems for reporting, record keeping, and quality documentation.
- Detail‑focused, proactive, and able to identify quality risks early while supporting practical corrective actions.
