Job summary

A leading European engineering and industrial services organization in the UAE seeks an experienced Proposal Engineer to join the rotating equipment services and maintenance team.

You will prepare technical and commercial bids for MRO and field service projects, define scope and costing, coordinate with engineering and procurement, and support handover after contract awards.

Qualifications

• Bachelor's degree in Mechanical Engineering or related discipline.
• 8-10 years of experience in proposal engineering, tendering, or estimation.
• Experience preparing bids for rotating equipment maintenance, repair, overhaul and field service projects.

Responsibilities

• Review RFQs, ITTs, tender documents, and customer specifications.
• Develop accurate technical and commercial proposals for rotating equipment services and maintenance projects.
• Define project scope, execution methodology, resource requirements, and costing strategies.
• Coordinate with engineering, procurement, operations, and service teams to develop bid submissions.
• Prepare detailed cost estimates, pricing models, and commercial evaluations.
• Ensure compliance with client requirements, company standards, and contractual obligations.
• Respond to clarification requests throughout tendering process.
• Maintain proposal templates, pricing databases and historical cost records.
• Support project handover to execution team and identify risks/opportunities.

We are currently partnering with a leading European engineering and industrial services organization that is seeking an experienced Proposal Engineer – Rotating Equipment Services & Maintenance to join their growing team in the UAE.

This role is ideal for a technically strong proposal professional with proven experience in preparing competitive technical and commercial bids for rotating equipment maintenance, repair, overhaul and field service projects within the Oil & Gas/ Energy/ Industrial Services and Manufacturing sectors

Key Responsibilities

• Review and analyze RFQs, ITTs, tender documents, and customer specifications.
• Develop accurate technical and commercial proposals for rotating equipment maintenance and service projects.
• Define project scope, execution methodology, resource requirements, and costing strategies.
• Coordinate closely with engineering, procurement, operations, and service teams to develop comprehensive bid submissions.
• Prepare detailed cost estimates, pricing models, and commercial evaluations.
• Ensure compliance with client requirements, company standards, and contractual obligations.
• Respond to technical and commercial clarification requests throughout the tendering process.
• Maintain proposal templates, pricing databases, and historical cost records to support future bids.
• Support project handover activities upon contract award and ensure a smooth transition to the execution team.
• Identify commercial risks and opportunities within tender submissions and recommend mitigation strategies.

Requirements

• Bachelor's Degree in Mechanical Engineering or a related discipline.
• 8-10 years of experience in proposal engineering, tendering, or estimation within the rotating equipment services sector.
• Strong experience preparing bids for maintenance, repair, overhaul (MRO), and field service projects involving rotating equipment.
• Demonstrated experience working with ADNOC, TAQA, or other major Oil & Gas operators and EPC contractors in the UAE is advantageous

Sound technical knowledge of:

• Pumps

• Turbomachinery systems
• Strong commercial acumen with experience in cost estimation, pricing, and contract review.
• Excellent communication, presentation, and stakeholder management skills.
• Proficiency in Microsoft Office applications and proposal management tools.
• Fluent English communication skills, both written and verbal.
