Overview
We are seeking to hire a Project Procurement Manager for one of our reputed clients, a contracting construction company based in the UAE. Local UAE experience is mandatory.
Responsibilities
- Plan, develop and purchase materials, parts, supplies and equipment in a timely and cost‑effective manner while maintaining appropriate quality standards and specifications.
- Ensure the information security management system is implemented at the project.
- Set policy and guidelines for delivering a commercial and cost‑effective procurement process in line with the objectives of the company.
- Analyze market and delivery trends to develop procurement technologies and processes that support those trends.
- Identify cost‑reduction opportunities to achieve financial goals.
- Develop key relationships with business stakeholders and strategic supply partners to improve cost‑effective procurement processes.
- Negotiate contracts with suppliers to obtain best price and service.
- Forecast procurement needs and continually develop expertise to support project growth.
- Develop and review purchase requests and ensure authorization as necessary to facilitate the timely purchase of new products.
- Prepare purchase requisitions, approve and issue purchase orders in accordance with company policy, project requirements and negotiated terms and conditions.
- Liaise with the Accounts Payable Department to ensure accurate and timely payment of invoices to the supplier.
- Review quotations, negotiate and order materials and services as per the approved procedure.
- Discuss defective or unacceptable new supplies or services with users, vendors and others to determine the cause of problem and take corrective and preventative action.
- Track purchasing activity and metrics; monitor and ensure materials and services are delivered to sites as agreed.
- Ensure supplier compliance with site and company safety requirements.
- Manage vendor relationships and assist in building effective partnerships where necessary.
- Assist the department in developing and implementing purchasing strategies for products and lead the procurement group in all phases.
- Perform additional duties as directed by the Project Director, Operations Manager or Manager – Procurement.
- Promote QHSE & ISMS policies within the company and ensure that the quality, environmental, health, safety and information security management system procedures are followed at all times, striving for continuous improvement until the effectiveness of the Integrated Management System is achieved.
Qualifications
Educational qualification: Masters or Graduate in Civil Engineering or any other relevant engineering from a reputed university.
Number of years of experience: Over 15 years.
Specialized training required (if any): Material Management, Store Management, Accounting & Contracts Management.
Professional writings / Supply Chain Management area of experience required: Formulation of Strategic Procurement Policies, Staffing, Negotiation, Management functions.
