Position Overview

Project Controls Specialist supports the planning, monitoring, and financial control of complex building engineering projects in Dubai, applying earned value management, cost and schedule integration, and performance reporting to ensure projects are delivered within approved scope, budget, and timelines.

Key Responsibilities
  • Establish comprehensive project control systems including Work Breakdown Structures, baseline budgets, and schedules
  • Capture, validate, and analyze progress and expenditure data to assess project performance
  • Apply earned value management techniques to evaluate cost and schedule performance and forecast estimates at completion
  • Conduct risk analysis and support contingency planning to mitigate cost and schedule impacts
  • Ensure strict adherence to approved change control processes and protocols
  • Prepare and deliver detailed project control reports covering performance metrics, forecasts, and variance analysis
  • Utilize scheduling, cost, and document management systems to support integrated project controls
  • Use company systems to produce cost data aligned with project and organizational reporting requirements
  • Apply financial metrics and terminology to evaluate the impact of project decisions
  • Identify project risks and **escalate** issues through appropriate governance channels
  • Ensure compliance with internal control procedures and corporate standards
  • Perform complex project control tasks under guidance of senior project leadership
  • Analyze large financial and workforce datasets to identify trends, risks, and performance issues
  • Monitor labor hours, workforce utilization, and cost performance against approved budgets
  • Collect and interpret data for trend analysis and forecasting
  • Lead preparation of financial and performance reports and participate in cost review meetings
  • Contribute to development of procedures and continuous improvement initiatives
  • Provide guidance, training, and mentorship to junior project controls team members
  • Support preparation of fee estimates for proposals and variation submissions
Ideal Profile
  • Bachelor's degree in Engineering, Construction Management, or a related discipline
  • Strong experience in project controls, cost management, or planning on complex construction projects
  • Proven expertise in earned value management and cost schedule integration
  • Advanced analytical skills with experience handling large financial and performance datasets
  • Proficiency in project control tools, scheduling software, and reporting systems
  • Strong understanding of risk management, scope control, and change management
  • Excellent communication and reporting skills with the ability to present insights to senior stakeholders
