The role involves overseeing all project control processes, ensuring integration between schedule, cost, and risk management, and supporting project delivery excellence through data‑driven insights and strategic oversight.

Key Responsibilities

• Lead and manage all project control activities including planning, scheduling, cost management, and risk analysis across infrastructure and transportation programs.
• Develop, implement, and maintain project control systems, procedures, and tools to ensure compliance with Parsons' global standards.
• Oversee the development of baseline schedules, master schedules, and integrated project plans covering design and construction stages.
• Monitor project progress, identify deviations from plan, and implement corrective measures to ensure on‑time and within‑budget delivery.
• Review and validate contractors' baseline and progress schedules using Primavera P6 and recommend necessary adjustments.
• Conduct "What‑if" and Time Impact Analysis (TIA) scenarios to assess the effect of variations, delays, and risks.
• Evaluate and manage contractor claims related to time extensions and disruptions, ensuring evidence‑based and contractual compliance.
• Develop and maintain project dashboards and visual reports using Power BI and other digital tools for real‑time project performance tracking.
• Conduct risk identification workshops and maintain the project risk register, providing mitigation strategies and contingency planning.
• Prepare periodic progress and performance reports with analysis on cost, schedule, and resource utilization.
• Collaborate with project managers, engineers, and contractors to ensure alignment between project execution and schedule targets.
• Ensure project data integrity, accuracy, and traceability in accordance with internal audit and client reporting requirements.
• Train, mentor, and supervise planning engineers and project control staff, fostering a culture of continuous improvement.
• Lead digital transformation initiatives within the project controls function to enhance automation and reporting efficiency.
• Represent Parsons in client and stakeholder meetings, presenting program performance, risk status, and recovery strategies.

Ideal Profile

• Bachelor's degree in Civil Engineering, Construction Management, or a related discipline from an accredited institution.
• Minimum 15 years of experience in project controls for large‑scale infrastructure projects, including at least 3 years in the UAE.
• Strong proficiency in Primavera P6, Primavera Risk Analysis, and Power BI.
• In‑depth understanding of project management methodologies, critical path analysis, earned value management (EVM), and contract administration.
