Responsibilities

• Lead and manage the Project Controls function across FEED and later phases.
• Develop and maintain planning, scheduling, progress measurement, and reporting systems.
• Oversee cost control, forecasting, budget monitoring, and performance reporting.
• Coordinate with Engineering, Procurement, Construction, Commercial, and Project Management to monitor performance.
• Establish baselines, milestones, schedules, progress, and KPIs.
• Produce timely reports, dashboards, forecasts, and management reporting.
• Monitor deliverables and ensure alignment with schedules and objectives.
• Identify schedule, cost, and performance risks and implement mitigations.
• Manage change control and assess impacts on cost and schedule.
• Lead and coordinate multidisciplinary Project Controls teams.

We are looking for an experienced Project Controls Manager to lead and manage project controls activities for FEED and subsequent project phases within Oil & Gas and Marine Onshore projects in the GCC. The role will be responsible for overseeing planning, scheduling, progress measurement, cost control, forecasting, reporting, deliverables control, risk and change management, project performance monitoring, and project close-out/handover. The position will require strong coordination with multidisciplinary engineering, procurement, construction, commercial, and project management teams.

JOB RESPONSIBILITIES:

• Lead and manage the overall Project Controls function across FEED and subsequent project phases.
• Develop and maintain project planning, scheduling, progress measurement, and reporting systems.
• Manage project cost control, forecasting, budget monitoring, and performance reporting.
• Coordinate with Engineering, Procurement, Construction, Commercial, and Project Management teams to monitor project performance.
• Establish and monitor project baselines, milestones, schedules, progress, and key performance indicators.
• Ensure timely and accurate project progress reports, dashboards, forecasts, and management reports.
• Monitor project deliverables and ensure alignment with approved schedules and project objectives.

KEY QUALIFICATIONS:

• Minimum 10 years of relevant experience in Project Controls / Project Controls Management.
• Experience with reputable EPC and/or PMC organizations.
• Strong experience in Oil & Gas and Marine Onshore projects within the GCC.
• Engineering background is preferred.
• Proven experience leading multidisciplinary Project Controls teams.
• Strong knowledge of: Project Planning & Scheduling, Progress Measurement, Cost Control, Cost Forecasting, Project Reporting, Performance Management, Risk & Change Management, Deliverables Control
• Experience coordinating with Engineering, Procurement, Construction, Commercial, and Project Management functions.
• Strong analytical, problem-solving, communication, coordination, and stakeholder-management skills.
• Good understanding of project controls processes throughout FEED, EPC/project execution, and project close-out phases.
• Additional relevant professional qualifications or certifications will be an advantage.
• Ability to work effectively in a multidisciplinary and fast-paced project environment.
