Job summary

Emarat Aloula Contracting is seeking a Procurement Engineer Civil to manage procurement for civil materials, subcontract works, and services for infrastructure and utilities projects in the UAE. Responsibilities

• Prepare and issue RFQs and RFPs.
• Identify, evaluate and develop reliable suppliers, manufacturers and subcontractors.
• Review BOQs, drawings, specifications and material requirements.
• Coordinate with Engineering and Project Teams to ensure supplier compliance.
• Negotiate prices, delivery schedules, payment terms and warranties.
• Prepare and process POs, LOIs and LOAs.
• Monitor procurement progress and address delays or shortages.
• Coordinate with Warehouse regarding receipt inspection and quality of procured materials.

Job description

The Procurement Engineer Civil will be responsible for managing the procurement of civil materials subcontract works and services for EAC s infrastructure and utilities projects. The role will work closely with Engineering Projects Commercial Planning Estimation and Site teams to ensure timely and cost-effective procurement in accordance with approved specifications project requirements quality standards and contractual obligations.

Key Responsibilities

• Prepare and issue RFQs RFPs
• For civil materials services subcontract works equipment and project requirements Identify evaluate and develop reliable suppliers manufacturers and subcontractors
• Review BOQs drawings specifications schedules and material requirements to establish procurement requirements Obtain and evaluate quotations and prepare technical and commercial comparison statements
• Coordinate with Engineering and Project Teams to ensure suppliers offers comply with project specifications and approved requirements Coordinate the material approval and technical submittal process with Engineering and relevant stakeholders
• Negotiate with suppliers and subcontractors regarding prices delivery schedules payment terms warranties and commercial conditions
• Prepare and process Purchase Orders POs Letters of Intent LOIs and Letters of Award LOAs
• Follow up and expedite procurement activities to ensure materials and services are delivered in line with project requirements
• Monitor supplier and subcontractor performance and address delays shortages damages replacements and warranty issues
• Support the project team in identifying alternative materials suppliers and cost-saving opportunities while maintaining technical and quality requirements
• Coordinate with the Warehouse Stores team regarding receipt inspection quantity and quality of procured materials
• Maintain accurate procurement records vendor documentation quotations comparison statements and purchase orders
• Prepare regular procurement status reports and highlight potential cost delivery and supply risks to Management
• Coordinate closely with Estimation Quantity Surveying Engineering Planning Commercial and Site teams
• Ensure procurement activities comply with Company procedures project requirements and applicable UAE standards

Qualifications

• Bachelor's Degree in Civil Engineering – mandatory.
• Additional training or qualifications in Procurement, Supply Chain, Estimation, or Quantity Surveying will be an advantage.

Experience Requirements

• Minimum 5–7 years of relevant UAE experience in Procurement Engineering.
• Experience with a Construction, Contracting, Infrastructure, Utilities, or EPC Company is preferred.
• Strong experience in Civil / Infrastructure Procurement is required.
• Candidates with combined experience in Procurement, Estimation and Quantity Surveying will be highly considered.
• Experience dealing with UAE clients, consultants, suppliers, and subcontractors is preferred.
