Job summary

Gulf Contracting & Landscaping (GCL) in Dubai is seeking a Procurement Engineer within the Building Construction division. You will handle technical sourcing, vendor evaluation, cost estimation, and support for contracts related to construction materials, bulk items, long-lead items, and subcontractor packages, coordinating with engineering, project management, and site teams.

Qualifications

  • Minimum of a Bachelor’s degree in Civil, Mechanical, or Electrical Engineering or related field.
  • Professional certification such as CIPS is an advantage.
  • Hands-on experience in procurement of construction materials and subcontractor packages.

Responsibilities

  • Carry out technical sourcing of construction materials and subcontractor packages in line with project specs.
  • Prepare and issue RFQs to qualified suppliers/subcontractors ensuring complete scope.
  • Evaluate vendor/ subcontractor quotes and prepare bid comparisons for awards.
  • Prepare detailed cost estimates and cost comparisons for materials and packages.
  • Support negotiations of technical and commercial terms with suppliers/subcontractors.
  • Ensure materials/subcontractor work comply with approved specs and quality standards.
  • Coordinate with QA/QC and site teams on MIRs and approvals.
  • Maintain supplier and subcontractor database and performance records.
  • Assist finalization of subcontractor/supply agreements per FIDIC and policy.

Job description

The Procurement Engineer is a technical procurement role within the Building Construction division, reporting to the Procurement Lead. The role is responsible for technical sourcing, vendor evaluation, cost estimation, and contract support for construction materials, bulk items, long-lead items, and supply & installation subcontractor packages. The Procurement Engineer applies thorough knowledge of construction materials and subcontractor management to ensure procurement activities meet project specifications, QHSE standards, budget, and schedule requirements, working closely with engineering, project management, and site teams.

Key Accountabilities:
  • Carry out technical sourcing of construction materials, bulk items, long-lead items, and supply & installation subcontractor packages in line with project specifications, drawings, and BOQs.
  • Prepare and issue technical enquiries (RFQs) to pre-qualified suppliers and subcontractors, ensuring completeness and technical accuracy of scope.
  • Conduct technical and commercial evaluation of vendor and subcontractor quotations, preparing comparative bid tabulations to support award recommendations.
  • Prepare detailed cost estimates and cost comparisons for materials and subcontractor packages.
  • Support the Procurement Lead in negotiating technical and commercial terms with suppliers and subcontractors.
  • Verify that materials and subcontractor work comply with approved specifications, material submittals, and quality standards.
  • Coordinate with QA/QC and site teams on material inspection requests (MIRs) and technical approvals.
  • Adjudicate and arrange meetings with vendors to close scope gaps and deviations.
  • Maintain the Risk and Opportunities Register.
  • Prepare detailed scopes of work and attendance matrices in coordination with the project management team to ensure zero scope gaps.
Budget Management & Cost Control
  • Assist in preparing procurement cost estimates for materials and subcontractor packages in line with approved project budgets.
  • Monitor procurement expenditure against budget and flag variances to the Procurement Lead.
  • Identify cost-saving opportunities through value engineering, alternative sourcing, and local content initiatives.
  • Maintain accurate procurement logs, cost trackers, and material take-off reconciliations.
  • Maintain and update the supplier and subcontractor database, including pre-qualification documentation and performance records.
  • Support finalization of subcontractor and supply agreements in line with project terms, contract conditions (e.g., FIDIC), and company policy.
  • Monitor supplier and subcontractor performance against delivery schedules, quality benchmarks, and contractual obligations.
  • Assist in resolving supplier and subcontractor queries, discrepancies, and claims in coordination with the Procurement Lead and Contracts team.
  • Explore subcontractor/supplier chains via platforms and internet research, conducting pre-assessments to gather company suitability information.
Process Improvement & Compliance
  • Ensure procurement activities comply with the company DOA Matrix, procurement policies, project specifications, and applicable UAE/GCC regulations, including local content and import/export requirements.
  • Maintain accurate, audit-ready procurement documentation, including RFQs, comparison sheets, purchase orders, and subcontract packages.
  • Utilize procurement/ERP systems (Oracle Fusion) for purchase requisitions, purchase orders, and reporting.
  • Support continuous improvement initiatives, including standardization of technical specifications and procurement templates.
Internal & External Communication
  • Liaise closely with Estimation, Engineering, Project Management, HSE, QA/QC, and site teams to confirm technical requirements and material specifications.
  • Communicate procurement status, risks, and delays to the Procurement Lead and relevant stakeholders.
  • Coordinate with suppliers, subcontractors, and consultants on technical clarifications, submittals, and delivery schedules.
  • Represent the procurement function in technical coordination meetings, as required.
Experience
  • Minimum of 3–6 years of experience in procurement/buying roles within the building construction industry.
  • Hands‑on experience in technical sourcing of construction materials (Civil, Infra, MEP, Finishing) and supply & installation subcontractor packages.
  • Working knowledge of BOQs, technical specifications, and construction drawings.
  • Exposure to contract documentation and FIDIC‑based contracts is an advantage.
Qualification
  • Bachelor's degree in Civil, Mechanical, or Electrical Engineering, Supply Chain Management, or a related field.
  • Professional certification (e.g., CIPS) is an advantage.
Skills
  • Strong technical sourcing and vendor evaluation skills.
  • Good negotiation and commercial acumen.
  • Strong analytical skills, with proficiency in cost estimation and comparative bid analysis.
  • Proficiency in MS Excel and procurement/ERP systems (e.g., SAP, Oracle).
  • Good written and verbal communication skills.
  • Ability to read and interpret construction drawings, BOQs, and technical specifications.
Knowledge
  • Thorough knowledge of construction materials (Civil, Infra, MEP, Finishing) and their specifications and market availability.
  • Sound knowledge of subcontractor management practices for supply & installation packages.
  • Familiarity with procurement processes, supply chain principles, and basic contract law.
  • Awareness of QHSE standards and quality compliance requirements in construction.

  • Ability to work under pressure and manage multiple procurement packages simultaneously.
  • Ability to build effective working relationships with suppliers, subcontractors, and internal stakeholders.
  • High attention to detail and accuracy in technical and commercial evaluations.
