Job summary

Blue Diamond General Trading LLC in Dubai seeks an experienced Construction Procurement Engineer – MEP & Civil to lead end-to-end procurement of materials, equipment, and subcontract services for construction and fit-out projects. You will coordinate with project teams, suppliers, and consultants to ensure on-time delivery, budget compliance, and adherence to UAE regulations and international standards.

Experience in MEP and civil packages, ERP procurement systems, and strong English

Qualifications

• Bachelor’s degree in Mechanical, Electrical, Civil, or related discipline.
• Minimum 5 years of procurement experience within UAE construction.
• Experience procuring MEP and civil packages for commercial, hospitality, residential, or mixed-use developments.
• Strong knowledge of HVAC, Electrical, Plumbing, Fire Protection, ELV, and Civil construction materials.
• Experience in supplier evaluation, bid analysis, contract negotiation, and PO management.
• Proficiency in ERP procurement software.
• Excellent English communication skills.

Responsibilities

Job Description:

We are seeking an experienced and technically strong Construction Procurement Engineer – MEP & Civil to join our growing team. The successful candidate will be responsible for the end-to-end procurement of MEP and civil materials, equipment, and subcontract services for construction and fit-out projects.

This role requires close coordination with project managers, consultants, engineers, suppliers, and contractors to ensure materials and equipment are procured on time, within budget, and in compliance with project specifications, UAE regulations, and international standards.

Key Responsibilities

Procurement

• Manage the complete procurement cycle for MEP and civil materials and equipment.
• Review Material Requisitions (MRs), BOQs, drawings, and specifications before issuing RFQs.
• Prepare and issue RFQs with complete technical and commercial requirements.
• Evaluate supplier quotations and technical submissions.
• Identify long-lead items and develop procurement strategies to avoid project delays.
• Coordinate consultant approvals for material submittals.
• Issue and manage Purchase Orders through delivery and payment.

Supplier & Commercial Management

• Source and prequalify new suppliers.
• Maintain and expand the Approved Vendor List (AVL).
• Negotiate pricing, payment terms, delivery schedules, warranties, and commercial conditions.
• Build long-term supplier relationships and framework agreements.
• Manage international procurement and Incoterms where applicable.
• Apply Total Cost of Ownership (TCO) principles for major procurement packages.

Quality & Documentation

• Ensure all materials comply with project specifications and regulatory requirements.
• Coordinate inspections, approvals, FATs, SATs, and material submittals.
• Maintain complete procurement documentation, including RFQs, bid comparisons, purchase orders, invoices, warranties, and close-out documents.

Planning & Coordination

• Track procurement schedules and material deliveries.
• Prepare weekly procurement status reports.
• Coordinate with project teams, logistics, warehouses, and suppliers to ensure timely material availability.
• Maintain procurement records using ERP systems (Zoho Procurement or similar).

Skills

QualificationsRequired

• Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, or a related discipline.
• Minimum 5 years of procurement experience within the UAE construction industry.
• Proven experience procuring MEP and civil packages for commercial, hospitality, residential, or mixed-use developments.
• Strong knowledge of HVAC, Electrical, Plumbing, Fire Protection, ELV, and Civil construction materials.
• Experience in supplier evaluation, bid analysis, contract negotiation, and purchase order management.
• Proficiency in ERP procurement software.
• Excellent communication skills in English.

Preferred

• CIPS Level 4 or above.
• Experience with LEED, Estidama, or other sustainable construction projects.
• Experience working on large-scale UAE construction projects.
