Job summary

Decima International is seeking an experienced PMC Procurement & Contracts Lead to guide the procurement and contract lifecycle on large-scale data center, mission-critical programs in KSA. You will act as Owner’s onsite representative, coordinating with EPC contractors and Client teams.

The role demands leadership of tendering, post-award administration, variations, claims, and close-out, with a focus on risk management, commercial positions, and compliance with FIDIC or equivalent forms.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Law, or related discipline.
• 12-15 years procurement and contracts experience on major construction or infrastructure projects.
• Minimum 5 years leading procurement, contracts, or commercial function.
• Experience managing full procurement lifecycle from strategy to close-out.
• Experience with contractor prequalification and tender management.
• Strong EPC contract administration knowledge under FIDIC or equivalent.
• Experience with EPC lump-sum contracts.
• Strong contract interpretation, risk allocation, warranties, termination provisions.
• Experience with variations, changes, claims, and EOT assessments.
• Proficiency in SAP, Oracle or similar ERP systems.
• Fluent written and spoken English.

Responsibilities

• Develop procurement and contracting strategies and implement across packages.
• Lead tendering activities, prequalification, RFQs, RFPs, and awards.
• Review contract terms, payment mechanisms, warranties, and indemnities.
• Lead post-award administration, variations, and claims.
• Maintain contract registers and ensure timely notices.
• Support risk management and procurement dashboards for PMO.
• Lead and develop PMC team including contract admins and engineers.
• Coordinate with cross-functional teams and escalate as needed.
