Job summary

DXC Technology Company in Abu Dhabi is seeking a PMO / Programme Governance Manager to establish and lead the programme management office for a major greenfield enterprise transformation programme.

You will own the PMO operating model, governance framework, delivery methodology, and consolidated programme reporting, coordinating with leadership and delivery teams to provide clear oversight of performance, milestones and risk management.

Qualifications

• Bachelor’s degree in a relevant discipline or equivalent experience.
• 7+ years in programme or project management environments.
• 3+ years in a PMO or governance leadership role.
• Experience establishing a PMO or governance office.
• Experience producing consolidated dashboards and client-facing reports.
• Experience tracking costs, revenue, and milestones.
• Knowledge of forecasting, resource planning, and capacity management.

PMO / Programme Governance Manager

About the Role

We are seeking a PMO / Programme Governance Manager to establish and lead the programme management office for a major greenfield enterprise transformation programme.

You will own the PMO operating model, governance framework, delivery methodology, and consolidated programme reporting. Working closely with programme leadership and delivery teams, you will provide clear oversight of performance, financial milestones, risks, and resource demand.

Key Responsibilities

PMO Leadership & Governance

• Establish and run the programme management office, defining its operating model, processes, and governance cadence.
• Implement governance frameworks and enforce consistent delivery methodologies across workstreams.
• Chair programme governance and project-integration meetings, tracking decisions and actions through to completion.
• Support and develop PMO team members, strengthening planning, reporting, and governance capabilities.

Programme Planning & Delivery Assurance

• Coordinate programme plans, scope, objectives, milestones, and deliverables with stakeholders.
• Monitor progress against agreed timelines and budgets.
• Identify programme risks, issues, and dependencies, coordinating mitigation and escalation.
• Establish delivery assurance processes and drive continuous improvement across the programme.

Performance & Executive Reporting

• Define programme performance measures, governance metrics, and reporting standards.
• Consolidate workstream data into programme dashboards and executive status reports.
• Own consolidated client-facing reporting, ensuring accuracy, consistency, and timely escalation.
• Communicate programme performance, delivery risks, and decisions required to senior stakeholders.

Financial Oversight & Resource Planning

• Track programme costs, revenue, and milestones with financial impact.
• Monitor financial performance against programme plans and highlight variances.
• Drive demand forecasting, resource planning, and capacity management across workstreams.
• Coordinate with programme and finance stakeholders to assess the financial impact of delivery changes.

Required Qualifications & Experience

• Bachelor’s degree in a relevant discipline, or an equivalent combination of education and professional experience.
• At least 7 years of experience in programme or project management environments.
• At least 3 years in a PMO or programme-governance leadership role.
• Proven experience establishing a PMO or governance office and implementing delivery methodologies.
• Strong experience producing consolidated programme dashboards and client-facing executive reports.
• Experience tracking programme costs, revenue, and financial milestones.
• Strong knowledge of demand forecasting, resource planning, and capacity management.
• Experience implementing delivery assurance and process improvement.
• Strong analytical, team leadership, and stakeholder management skills.
• Ability to coordinate multiple workstreams and influence stakeholders without direct authority.

Preferred Qualifications

• PMP, PgMP, or equivalent programme/project management certification.
• P3O, MoP, or other relevant PMO/governance certification.
• An advanced degree in a relevant discipline.
