Job summary

Libera Consultants is assisting an established scaffolding and industrial services company in the UAE to recruit an experienced Operations Manager to lead Dubai/UAE operations, focusing on operational delivery, workforce management, assets, logistics and commercial performance.

The role requires hands-on leadership of the complete scaffolding operations cycle—from yard and inventory management to dispatch, site execution, installation, rental returns and redeployment—across Dubai and the UAE,

Qualifications

• Bachelor’s degree, diploma or equivalent in Engineering, Construction Management, Operations, Logistics or related field.
• 10+ years’ relevant operational experience, including significant management responsibility.
• Strong background within scaffolding, construction, equipment rental, industrial services or access solutions.
• Experience in UAE/GCC construction sector strongly preferred.
• Proven experience managing a large workforce, ideally 100+ personnel.
• Strong practical knowledge of scaffolding materials, rental operations, installation and dismantling.
• Strong experience in yard, inventory, asset control and logistics management.
• Commercial understanding of rates, costs, productivity, utilization and margin protection.
• Strong leadership, problem-solving and client-management skills.
• Excellent English communication skills; Arabic is advantageous.

Responsibilities

• Lead day-to-day scaffolding operations across Dubai and the UAE.
• Oversee material, inventory and asset control, including stock reconciliation.
• Manage project mobilization, installation, dismantling, dispatch and returns.
• Ensure effective use of manpower, materials, transport and equipment.
• Monitor productivity, costs and resource utilization to protect margins.
• Oversee yard operations, workforce transport, logistics and accommodation.
• Maintain strong client relationships and ensure commitments are met.
• Drive HSE, quality, discipline and compliance across sites.
• Establish KPIs and continuously improve productivity and inventory accuracy.

We are conducting a search on behalf of an established scaffolding and industrial services company in the UAE for an experienced Operations Manager to lead its Dubai/UAE operations, with responsibility for operational delivery, workforce management, scaffolding assets, logistics and commercial performance.

Role Overview:

This is a senior, hands-on operational leadership role responsible for the complete scaffolding operations cycle — from yard and inventory management through dispatch, site execution, installation, rental returns and redeployment.

Key Responsibilities:

• Lead day-to-day scaffolding operations across Dubai and the UAE
• Oversee scaffolding material, inventory and asset control, including stock reconciliation and loss prevention
• Manage project mobilization, installation, dismantling, dispatch, collection and material returns
• Ensure effective utilization of manpower, scaffolding materials, transport and equipment
• Monitor productivity, operational costs and resource utilization to protect commercial margins
• Oversee yard operations, workforce transportation, logistics and accommodation requirements
• Maintain strong client relationships and ensure operational commitments are delivered on time
• Drive HSE, quality, operational discipline and compliance across yard and project sites
• Establish operational KPIs and continuously improve productivity, inventory accuracy and operational efficiency

Qualifications & Experience:

• Bachelor’s degree, diploma or equivalent qualification in Engineering, Construction Management, Operations, Logistics or a related discipline preferred
• 10+ years’ relevant operational experience, including significant management responsibility
• Strong background within scaffolding, construction, equipment rental, industrial services or access solutions
• Experience within the UAE/GCC construction, Oil & Gas, industrial services or scaffolding sector is strongly preferred
