Job summary

Duncan & Ross Consulting is seeking an experienced Project Controls Manager to lead controls activities for FEED and subsequent phases in Oil & Gas and Marine Onshore projects in the GCC.

You will oversee planning, scheduling, cost control, forecasting, reporting, risk and change management, and close-out/handover, coordinating with engineering, procurement, construction, commercial, and project management teams.

Qualifications

• Minimum 10 years of relevant experience in Project Controls.
• Experience with reputable EPC and/or PMC organizations.
• Strong experience in Oil & Gas and Marine Onshore projects within the GCC.
• Engineering background preferred.
• Proven experience leading multidisciplinary Project Controls teams.
• Strong knowledge of: Project Planning & Scheduling, Progress Measurement, Cost Control, Cost Forecasting, Project Reporting, Performance Management, Risk & Change Management, Deliverables Control.
• Experience coordinating with Engineering, Procurement, Construction, Commercial, and Project Management functions.
• Strong analytical, problem-solving, communication, coordination, and stakeholder-management skills.
• Good understanding of project controls processes throughout FEED, EPC/project execution, and project close-out phases.

Responsibilities

• Lead and manage the overall Project Controls function across FEED and subsequent project phases.
• Develop and maintain project planning, scheduling, progress measurement, and reporting systems.
• Manage project cost control, forecasting, budget monitoring, and performance reporting.
• Coordinate with Engineering, Procurement, Construction, Commercial, and Project Management teams to monitor project performance.
• Establish and monitor project baselines, milestones, schedules, progress, and key performance indicators.
• Ensure timely and accurate project progress reports, dashboards, forecasts, and management reports.
• Monitor project deliverables and ensure alignment with approved schedules and project objectives.
• Identify schedule, cost, performance, and delivery risks and support appropriate mitigation and recovery actions.
• Manage change control and assess the impact of changes on project cost, schedule, and deliverables.
• Lead and coordinate multidisciplinary Project Controls teams.
• Support project management in identifying delays, trends, variances, and potential areas of concern.
• Ensure proper documentation and reporting throughout the project lifecycle.
• Support project close-out, handover, and final project reporting.
• Coordinate effectively with project stakeholders and provide timely resolution of project controls-related issues.
• Maintain high standards of technical quality, reporting accuracy, compliance, and documentation.
• Perform other project controls-related duties as assigned by management.
