Job summary

CCL Global is seeking a Lead MEP Engineer in the UAE for a one-year contract, based in Dubai.

You will manage the full lifecycle of MEP systems across grid infrastructure projects including FPS, HVAC, LSP, ELV, Plumbing, and EOT Crane systems in substations and industrial facilities. You will lead tendering, cost estimation, design mgmt, procurement support, construction supervision, testing, commissioning, and handover activities.

Qualifications

• Bachelor's degree in mechanical engineering.
• 8-12 years of experience in MEP engineering, tendering, design management and project execution.
• Experience in substations, transmission & distribution projects, power plants, industrial facilities, or related infrastructure.
• Strong knowledge of HVAC, Lighting & Small Power, ELV, Plumbing, Drainage, Utility Services.
• Proficiency in AutoCAD and MS Office applications.
• Willingness to travel across UAE and wider Middle East region.

Responsibilities

• Review tender documents, specifications, drawings, employer requirements, and technical schedules.
• Prepare MEP BOQs, cost estimates, technical proposals, and bid deliverables.
• Coordinate RFQs, bid evaluations, vendor assessments, and subcontractor engagement.
• Lead the design and engineering of MEP systems including FPS, HVAC, LSP, ELV, Plumbing, and EOT Crane systems.
• Design fire protection and related systems for substations and industrial facilities.
• Supervise MEP installation works, monitor progress, quality, safety and schedule.
• Prepare commissioning documentation, handover dossiers, testing records and close-out reports.

As a Lead MEP Engineer, you will support the complete lifecycle of MEP systems for grid infrastructure projects across the UAE and wider Middle East region. You will be responsible for tendering, cost estimation, engineering, design management, procurement support, construction supervision, testing, commissioning, and project handover activities for Fire Protection Systems (FPS), HVAC, Lighting & Small Power (LSP), ELV systems, Plumbing, Utility Services, and EOT Crane systems in substations, power plants, industrial facilities, and related infrastructure projects.

• Review tender documents, specifications, drawings, employer requirements, and technical schedules.
• Prepare MEP BOQs, cost estimates, technical proposals, engineering assumptions, and bid deliverables.
• Coordinate RFQs, technical bid evaluations, vendor assessments, and subcontractor engagement.
• Support risk and opportunity assessments, value engineering, and client technical clarifications.
• Participate in bid management activities through the complete tender lifecycle.
• Lead the design and engineering of Fire Protection Systems, HVAC, Lighting & Small Power (LSP), ELV, Plumbing, Utility Services, and EOT Crane systems.
• Design fire detection and fire suppression systems for substations, industrial facilities, power plants, and related infrastructure projects.
• Prepare and review engineering calculations, hydraulic calculations, equipment sizing, layouts, drawings, technical specifications, and design documentation.
• Develop engineering deliverables, shop drawings, technical reports, material specifications, and design packages.
• Review consultant deliverables, vendor documents, material submittals, and technical proposals.
• Act as the technical authority for MEP systems and coordinate multidisciplinary engineering interfaces.
• Ensure compliance with project specifications, client requirements, utility standards, local authority regulations, NFPA, IEC, and applicable industry standards.

Project Execution

• Coordinate with civil, electrical, protection, control, telecom, SCMS, and multidisciplinary project teams.
• Support procurement, construction planning, and subcontractor management activities.
• Supervise MEP installation works and monitor progress, quality, safety, and schedule compliance.
• Resolve engineering and construction issues during project execution and commissioning.
• Manage design changes, technical queries, non-conformances, and site modifications.
• Support project controls, change management, and project close-out activities.
• Support FAT, SAT, integrated testing, and commissioning activities.
• Coordinate testing and verification of:
• Water-Based Fire Protection Systems
• HVAC Systems
• Lighting & Small Power Systems
• ELV Systems
• Witness system testing and performance verification.
• Prepare commissioning documentation, handover dossiers, testing records, and project close-out reports.

Compliance & Documentation

• Prepare and review Method Statements, Inspection & Test Plans (ITPs), risk assessments, and engineering procedures.
• Support authority approvals, inspections, audits, and client acceptance processes.
• Maintain as-built documentation, commissioning records, and O&M manuals.
• Ensure compliance with quality management systems and HSE requirements.
• Support interactions with authorities and utilities, including UAE Civil Defense, TAQA, DEWA, SEWA, Etihad Water & Electricity, and other regional utility clients.
