Key Responsibilities

• Supervise marine contractor activities involving pilotage, mooring, unmooring, loading operations, offshore installations, and associated terminal services.
• Monitor contractor compliance with approved marine operating parameters, safety procedures, contractual requirements, and terminal regulations.
• Coordinate passage plans and vessel movements involving crew boats, barges, support vessels, and other marine craft operating within concession areas.
• Oversee transportation of personnel and equipment by marine vessels while maintaining safe navigation and operating controls.
• Coordinate dredging, marine maintenance, and infrastructure activities involving jetties, pontoons, channels, and associated offshore facilities.
• Assign suitable mooring locations and direct the provision of mooring assistance during vessel arrival, berthing, unberthing, and departure.
• Monitor crude receiving and tanker unloading activities to ensure operations remain within approved process and marine safety limits.
• Coordinate with tanker personnel and loading masters during crude oil washing operations to maintain safe unloading practices.
• Assess compatibility between offshore terminals and visiting tankers, including mooring arrangements, cargo transfer systems, equipment limitations, and operating procedures.
• Review tanker schedules, estimated arrival times, vessel nominations, berth availability, tanker dimensions, and loading rates before allocating berths.
• Inspect and review reports covering channels, navigation buoys, marine aids, and safety equipment.
• Provide technical guidance for maintenance of navigational aids and verify that buoy positioning supports safe vessel movements.
• Coordinate bathymetric survey updates and chart plotting activities in accordance with relevant Admiralty chart requirements.
• Administer marine operations contracts including scope preparation, technical specifications, contractor coordination, work inspection, and performance verification.
• Review completed contractor activities against contractual obligations before verifying invoices and recommending payment processing.
• Participate in tendering and contracting activities from initial scope development through evaluation and contract award.
• Schedule, monitor, and audit contractor activities to confirm compliance with approved contractual clauses, technical requirements, and marine standards.
• Participate in resolving process safety, integrity, and environmental compliance issues associated with marine operations.

• Patrol marine concession areas and inspect jetties, pontoons, offshore structures, and associated marine infrastructure.
• Conduct periodic inspections of marine craft and support monitoring of marine environmental and wildlife conditions.
• Review project documents affecting marine and offshore operations, including scopes of work, technical specifications, and engineering packages.
• Assess conceptual, basic, and detailed designs to confirm compatibility with existing marine facilities and future maintainability requirements.
• Ensure offshore marine operations comply with International Ship and Port Facility Security Code requirements.
• Operate or support marine control center activities and maintain effective radio communications with vessels and operational stakeholders.
• Monitor local weather conditions using available forecasting information and record relevant conditions in operational logs.
• Confirm adequate mooring personnel are available for craft and tanker berthing and unberthing activities.
• Develop, review, and update marine operating procedures and standards in line with company requirements and applicable maritime regulations.
• Ensure contractors and other marine stakeholders implement approved operating procedures consistently.
• Coordinate annual, special, and classification-related surveys of Single Point Mooring systems to maintain required class status.
• Follow up recommendations arising from SPM inspections and surveys until corrective actions are completed.
• Provide input to departmental budgets, operational work plans, cost controls, and marine performance objectives.
• Support development of assigned personnel through practical supervision, technical guidance, and marine operations training.

Ideal Profile

• Bachelor 's degree in Marine Engineering, Mechanical Engineering, or an equivalent recognized qualification.
• Strong practical understanding of offshore terminal operations, vessel movements, pilotage, mooring, cargo transfer, and marine safety.
• Experience supervising tanker berthing, unberthing, loading, unloading, or crude transfer activities within a major marine terminal environment.
• Familiarity with crew boats, barges, support vessels, marine contractors, jetties, pontoons, navigational channels, and offshore facilities.
• Sound knowledge of IMO requirements, ISGOTT guidance, OCIMF practices, classification society requirements, and applicable UAE maritime regulations.
