Role Context

The Marine Operations Engineer - Terminal Operations is responsible for coordinating marine activities that support safe crude oil movement, vessel traffic, offshore infrastructure and terminal availability. The role covers tanker berthing and unberthing, pilotage support, mooring operations, crude loading and unloading, marine contractor supervision, navigational aids, vessel movements and offshore facility inspections. The position requires close coordination with harbor authorities, tanker masters, loading masters, marine contractors, ADNOC Logistics and Services and other Group entities. Strong technical judgment is essential to maintain safe operating envelopes, ensure regulatory compliance and protect the reliability of critical marine infrastructure.

Key Responsibilities

• Supervise marine contractor activities at Jebel Dhanna Terminal covering pilotage, mooring, unmooring, loading operations and offshore installation maintenance.
• Verify that marine operations are performed within approved terminal parameters and applicable safety requirements.
• Coordinate contractor vessel movements including crew boats, barges and support vessels operating within the Al Nouf marine concession.
• Review passage plans and marine movement arrangements for personnel, equipment and maintenance activities.
• Monitor dredging and maintenance work associated with jetties, pontoons and other marine infrastructure.
• Assign appropriate mooring locations and coordinate safe berthing and unberthing support for vessels.
• Ensure sufficient trained mooring personnel are available for scheduled vessel movements.
• Monitor crude unloading activities within the Crude Receiving Facility and verify operation within approved process limits.
• Coordinate with tanker masters and loading masters during crude oil washing operations.
• Review operating conditions and provide specialist guidance for safe crude cargo transfer.
• Assess compatibility between offshore terminals and visiting tankers based on mooring, vessel configuration and cargo transfer requirements.
• Review expected tanker arrival programs and nominated vessel schedules.
• Allocate berths according to tanker dimensions, operating limitations and planned loading rates.
• Monitor berth occupancy and vessel scheduling to support efficient marine traffic management.
• Review inspection reports covering navigation channels, buoys and marine safety equipment.
• Advise Marine Engineers regarding maintenance requirements for navigational aids and associated offshore equipment.
• Ensure buoys remain correctly positioned and serviceable for safe navigation.
• Coordinate bathymetric survey updates and support plotting in accordance with applicable UKHO Admiralty chart requirements.
• Administer marine operations contracts covering technical scope, contractor obligations and performance.
• Prepare specifications and scopes of work for marine services and maintenance activities.
• Support negotiation and evaluation of marine contract terms and technical requirements.
• Inspect completed contractor work and verify compliance with contractual conditions.
• Review contractor invoices and confirm completion of relevant marine activities before payment processing.
• Participate in tendering, contracting and contract administration activities from initial scope preparation through award.
• Audit contractor performance and verify that work complies with approved standards and contract clauses.

• Comply with ADNOC HSE procedures and exercise Stop Work Authority where unsafe conditions are identified.

• Perform assigned emergency response responsibilities in accordance with established emergency organization arrangements.
• Provide marine operations information for management reports, MIS updates and progress reviews.

Ideal Profile

The successful candidate will hold a Bachelor's degree in Marine Engineering, Mechanical Engineering or an equivalent technical discipline. A strong background in marine terminal, offshore or tanker operations will be valuable, particularly within oil and gas export facilities, crude oil terminals or large industrial ports. Candidates should understand pilotage, vessel traffic coordination, tanker berthing, mooring operations, cargo transfer and offshore marine infrastructure. Practical knowledge of crude oil loading and unloading operations, crude oil washing, Single Point Mooring systems and vessel-terminal compatibility assessment will support effective performance. Familiarity with IMO requirements, ISGOTT guidance, OCIMF practices, ISPS Code requirements and classification society rules is important. The position also requires experience dealing with marine contractors, service providers, tanker agents, port authorities and multidisciplinary operational stakeholders.
