Role Context
The Manager - Joint Venture Budgeting provides financial coordination across Joint and Associated Ventures by bringing together operating and capital budgets, forecasts, fixed asset information, expenditure reports, and supporting financial schedules. The position works closely with divisional Financial Controllers, Responsibility Officers, management, shareholders, auditors, and venture companies to maintain reliable budget information and timely financial reporting. The role also strengthens expenditure control by identifying budget variances, investigating unusual transactions, monitoring capital commitments, and ensuring management receives accurate information for financial decisions.
Key Responsibilities
- Coordinate preparation and consolidation of Original Budgets and Spring Forecasts for Joint and Associated Ventures.
- Ensure completed budgets and forecasts are issued accurately and within agreed timelines to shareholders and relevant venture companies.
- Monitor expenditure against approved budget limits and investigate significant over-runs and under-runs.
- Prepare mandatory financial and budget reports for shareholders and management.
- Ensure budgeting processes comply with approved company procedures, financial policies, and reporting requirements.
- Prepare consolidated fixed asset and depreciation schedules for shareholder reporting.
- Respond to budget-related queries raised by internal and external auditors and prepare supporting explanations and documentation.
- Direct and supervise personnel involved in preparing operating and capital budgets for company divisions.
- Coordinate with divisional Financial Controllers throughout preparation of Original and Spring Forecast budgets.
- Monitor budget preparation progress and ensure submissions follow approved guidelines and assumptions.
- Obtain confirmation and financial input from user departments and operating divisions.
- Consolidate spending inputs from multiple business areas into comprehensive budget reports.
- Prepare supporting information for management budget presentations, including summaries, variance analysis, and financial review materials.
- Support development of budget presentations and participate in management budget meetings.
- Coordinate with relevant divisions to obtain financial information relating to capital projects and major maintenance programs.
- Ensure monthly, quarterly, and final accounts for Joint and Associated Ventures are prepared and consolidated within reporting deadlines.
- Coordinate timely maintenance and updating of the company Fixed Assets Register covering new and existing projects.
- Review monthly expenditure reports against approved budgets and maintain appropriate expenditure controls.
- Examine charges recorded within monthly financial reports and investigate material deviations between actual expenditure and budget.
- Identify accounting or expenditure anomalies and coordinate corrective actions.
- Alert Responsibility Officers and Divisional Managers to unusual expenditure trends or financial transactions.
- Monitor and control capital commitments and expenditure relating to projects, plants, equipment, and major maintenance activities.
- Review financial statements and authorization-for-expenditure documentation against approved capital budgets.
- Notify Asset Unit Financial Controllers when unbudgeted capital expenditure is identified.
- Plan and coordinate assigned budgeting and financial control activities to achieve functional objectives.
- Train and develop assigned employees in relevant budgeting, reporting, and financial control processes.
- Provide financial input for Section and Department budgets and support execution of approved work plans.
- Investigate material financial variances and recommend actions supporting cost and performance control.
- Implement approved policies, processes, systems, standards, and procedures within the budgeting function.
- Contribute to departmental performance objectives in accordance with the company performance framework.
- Introduce tools and techniques that improve budgeting accuracy, financial reporting quality, and process efficiency.
- Identify process improvements using recognized financial management and ISO-based practices.
- Comply with applicable HSE, sustainability, legal, and ADNOC Code of Practice requirements.
Ideal Profile
The successful candidate should have substantial professional experience in corporate budgeting, financial forecasting, expenditure control, management reporting, and financial consolidation within a large organization. Experience supporting Joint Ventures, Associated Ventures, shareholder reporting, capital budgeting, and multi-division financial planning will be particularly valuable. Candidates should be capable of coordinating complex budgeting cycles, consolidating financial information from multiple departments, analysing actual expenditure against approved budgets, and explaining significant variances to senior stakeholders. A strong understanding of fixed assets, depreciation schedules, capital commitments, operating expenditure, capital expenditure, forecast preparation, and financial controls is important. The role also requires confidence when working with Financial Controllers, auditors, operational departments, shareholders, Responsibility Officers, and senior management.
