Job Purpose

Lead the Enterprise Risk Management (ERM) agenda across agencies, sectors, and departments to strengthen governance. Integrate ERM with strategic planning, scenarios, and opportunity-oriented programs.

Roles & Responsibilities

Strategy

Establish the ERM governance framework, including policies, procedures, and action plans, role/accountability architecture, and mandate implementation across agencies, sectors, and departments.
Integrate ERM with strategic planning and scenario development, including RTA-level strategic risk scenarios and opportunity-oriented, integrated program plans.
Lead, approve, and issue the periodic risk report to the Director General (DG) and Chairman of the Board of Directors.
Lead and govern specialized strategic-risk reviews by coordinating with stakeholders from agencies and sectors, synthesizing findings into actionable mitigation plans.
Provide strategic and technical risk advice to the DG and senior management, shaping departmental development plans by embedding emerging‑risk guidance into decision‑making.
Govern and lead the RTA ERM maturity and benchmark against international best practice, producing a measurable improvement roadmap and targets.
Lead and foster a robust risk culture across RTA by defining clear objectives and ensuring effective communication activities.

Operations

Direct periodic risk assessments across activities and roles; oversee mitigation strategies and ensure follow-through.
Ensure enterprise-wide maintenance of risk records to enable timely, accurate risk reporting.
Lead periodic operational-risk reviews and support corporate audits through leadership guidance and issue resolution.
Direct governance of strategic, operational and project risks in alignment with RTA risk appetite.
Continuously monitor ERM activities, track deliverables and outcomes against KPIs, trigger corrective actions and report program health to senior stakeholders.
Ensure governance of all agencies and sectors in implementing ERM by assessing adherence, overseeing mitigation plans and reporting implementation status to leadership.
Execute director directives and ad-hoc departmental priorities to meet enterprise timelines and operational needs.

Product / Process Improvement

Enhance risk-record practices and reporting mechanisms to raise data quality, completeness, and timeliness using insights from risk reviews and other reports.
Lead risk-awareness programs and performance measures to improve adoption and report quality and ensure the RTA risk policy is communicated, understood and effectively implemented across all agencies and sectors through targeted training and communications.
Lead and manage the section team, allocating clear roles and responsibilities, monitoring delivery and ensuring effective implementation of all section duties.
Identify skills gaps and training needs, design and coordinate targeted development plans with HR, and secure resources to align staff capabilities with approved policies.
Champion the development of national employees through tailored capacity‑building, mentoring and succession planning to build sustainable in‑house capability.
Set SMART objectives, conduct regular performance monitoring and reviews, and compile performance reports for management decision‑making.
Execute committee and team responsibilities in accordance with administrative orders, representing the section, driving agreed actions and ensuring timely delivery.
Enforce compliance with organizational policies and the Code of Ethics, ensuring staff understand and adhere to governance requirements.
Maintain regular, transparent consultation with employees, respond to queries promptly and foster a supportive, high‑performance work environment
