Roads and Transport Authority in the United Arab Emirates seeks a senior leader to oversee organizational structure design, governance and related operating model updates. You will lead the structures management system, supervise documentation, and drive alignment with strategic priorities for agency-wide effectiveness.

Qualifications

Bachelor's or Master's degree in business administration or HR.
9+ years experience if Master's degree; 11+ years if Bachelor's degree.
Strong governance, strategic planning and data analysis capabilities.

Responsibilities

Lead organizational structures management system and roles framework; align with RTA strategy and best practices; issue periodic reports.
Direct studies to review and update structures and roles with agencies and sectors; align to needs and approved procedures.
Govern operating model options and section formation including international best practices, structure scenarios and role clarity to support strategy execution.
Provide advisory services on organization structure topics to RTA leadership and functions.
Coordinate with concerned units to execute approved structure changes, role definitions and documentation updates.
Review and revise roles and responsibilities for departments based on business needs and operating model changes.
Oversee workshops and awareness sessions on structures and roles and documentation standards.
Track implementation status of structure changes and submit progress reports per policy.
Partner with HR to align job families, roles and Delegation of Authority implications for structure updates.
Optimize revenue and costs through structure design, including spans and layers, shared services, consolidation and creation of sections.

Product/Process Improvement

Optimize revenue and costs through structure design, including spans and layers, shared services, consolidation and creation of sections, with documented business cases.
Standardize structure artifacts and repositories; ensure version control and retrievability.
Recommend improvements to structure governance cadence including intake, review, approval and closure.
Capture lessons learned and benchmarks to refine the operating model library.
