Job summary

Penspen is urgently seeking a Manager - Construction (Onshore Island works) for an offshore PMC project in Abu Dhabi. The role leads onshore civil, structural, mechanical and piping activities across island sites, ensuring safe, timely delivery in line with project documents.

The ideal candidate has a bachelor's degree in engineering and 20+ years of experience, including offshore exposure, and will oversee a large workforce and multiple subcontractors to achieve project goals.

Responsibilities

• Covers onshore island/coastal facilities, fabrication and construction yards, shore approaches, logistics interfaces, and marine-access works supporting offshore execution.
• Leading and managing all onshore island/coastal construction activities supporting an offshore oil & gas project.
• Provide construction leadership for civil, structural, architectural, mechanical, piping, electrical, instrumentation and related works on islands or remote coastal locations.
• Ensure activities are safe, efficient, and aligned with approved drawings, specs, schedule and budget, coordinating with offshore, marine, logistics, commissioning and operations teams.
• Lead construction execution for onshore island works and develop the construction execution strategy.
• Establish work fronts, sequences and priorities based on project schedule and offshore requirements.
• Coordinate multidisciplinary construction activities and ensure compliance with IFC drawings, specifications and procedures.
• Ensure adequate manpower, equipment, materials and subcontractor resources; monitor productivity and resolve site constraints.
• Provide direction to construction teams and coordinate with commissioning and start-up requirements.
• Manage structural fabrication, delivery and erection; manage installation of equipment, piping and mechanical packages; coordinate piping fabrication and support installation.

Responsibilities

• Covers onshore island/coastal facilities, fabrication and construction yards, shore approaches, logistics interfaces, and marine-access works supporting offshore execution.
• Responsible for leading and managing all onshore island/coastal construction activities supporting an offshore oil & gas project.
• Provides overall construction leadership for civil, structural, architectural, mechanical, piping, electrical, instrumentation and associated infrastructure works executed on islands, artificial islands, remote coastal locations, fabrication yards, shore bases or marine-access facilities, as applicable.
• Ensures construction activities are executed safely, efficiently, in accordance with approved engineering documents and specifications, within the approved schedule and budget, and in coordination with offshore, marine, logistics, commissioning and operations teams
• Lead overall construction execution for assigned onshore island works.
• Develop and implement the construction execution strategy.
• Establish construction priorities based on project schedule and offshore requirements.
• Coordinate multidisciplinary construction activities.
• Ensure construction follows approved IFC drawings, specifications, method statements and project procedures.
• Establish work fronts and construction sequences.
• Ensure adequate manpower, equipment, materials and subcontractor resources.
• Monitor construction productivity and resolve site constraints.
• Provide technical and managerial direction to construction superintendents, engineers, supervisors and subcontractors.
• Ensure construction activities are properly coordinated with commissioning and start-up requirements.
• Manage structural steel fabrication, delivery and erection.
• Ensure structural installation is performed in accordance with approved drawings and erection sequences.
• Manage installation of equipment, piping and mechanical packages.
• Coordinate piping fabrication, erection, alignment and support installation.

Experience Required

• Minimum 20+ years of experience, with at least 5 to 8+ years significant in offshore project.
• Proven experience in in onshore, coastal, island, remote-site or marine-interface construction
• Demonstrated experience in coordinating civil, structural, mechanical, piping, E&I and associated works
• experience managing construction engineers, superintendents, supervisors, subcontractors and large workforce
