Job summary

Roads and Transport Authority (Dubai) seeks an experienced asset-management professional to lead governance, valuation, inspections, and investment exploitation across all assets. You will set strategies, oversee land/asset valuation, monitor acquisitions and disposals, and drive data-quality improvements in finance and GIS systems while managing outsourced performance and timely reporting.

The role requires 9+ years with a master’s degree (11+ with a bachelor’s).

Qualifications

• Experience: 9+ years in case of master’s degree (11+ years in case of Bachelor’s degree).
• Certifications preferred: CAMA, ISO 55001 Implementer/Auditor.

Responsibilities

• Set and approve asset-inventory strategies and plans; mandate periodic reporting updates.
• Monitor acquisitions, use, and disposals across agencies/sectors through planned and unplanned inspections; approve reporting.
• Oversee electronic auctions for asset/material sales and investment-asset rentals.
• Approve land and asset valuation frameworks; ensure timely updates of valuation results in relevant systems.
• Govern acquisition, scrapping, and replacement systems; approve technical evaluations and periodic reports.
• Direct the system for exploiting and investing intangible assets and supervise implementation through units.
• Support the Director in planning/overseeing departmental plans and projects and manage outsourced performance to ensure delivery.
• Review section policies/guidelines and conduct awareness sessions across RTA.

Job description

• Direct Authority-wide asset governance and performance, owning inventory, registration, valuation, inspections, and investment exploitation to maximise utilisation, revenue, and data integrity across all RTA assets.

Roles and Responsibilities

• Set and approve asset-inventory strategies and plans; mandate periodic reporting and senior-management approval updates.
• Monitor acquisitions, use, and disposals across agencies/sectors through planned and unplanned inspections; approve technical/operational status reporting.
• Oversee electronic auctions for asset/material sales and investment-asset rentals in coordination with concerned departments.
• Approve land and asset valuation frameworks; ensure timely updates of valuation result in the relevant systems.
• Govern acquisition, scrapping, and replacement systems; approve technical evaluations, recommendations, and periodic reports.
• Direct the system for exploiting and investing intangible assets and supervise implementation through organisational units.
• Support the Director in planning/overseeing departmental plans and projects and manage outsourced companies’ performance to ensure delivery.
• Review section policies/guidelines and conduct awareness sessions for concerned teams across RTA.

Operations

• Own the periodic inventory-check process; manage physical counts and report results to concerned parties.
• Participate in project-handover committees to ensure accurate registration of created assets per approved procedures.
• Coordinate Authority-wide asset registration across regulations; reconcile the Fixed Assets Register with Finance and ensure ATS attributes accuracy.
• Coordinate with Dubai Municipality/Land Department on land registration/valuation; align internal utilisation plans with approved activities.
• Supervise inspection plans and asset-condition monitoring; ensure observation closure and submit monthly reports to leadership.
• Manage smart-tag implementation on outdoor assets and ensure GIS/location data and asset coding are current and standardised.
• Explore and evaluate investment opportunities for Authority assets to enhance revenue generation.
• Govern asset-performance indicators and analytics; set improvement plans and monitor contractor ATS performance and reporting.

Product/Process Improvement

• Strengthen fixed-asset reconciliation and ATS/registration data quality with Finance; close exceptions and improve templates and reporting.

Physical Working Conditions

• Lead/approve field inspection visits and spot checks; verify asset status and close findings
