Introduction:

The Government of Dubai Legal Affairs Department (the “Department”) is seeking to attract qualified professionals to work in the field of legal support within the Amicable Settlement Section, contributing to the implementation of its duties and functions in accordance with the applicable procedures and approved practices.

Key Job Duties and Responsibilities:
  • Receive complaints and claims submitted to the Department through smart applications, the Department’s website, email, or manually, in relation to government disputes and claims.
  • Coordinate with the relevant team to verify whether the complaint or claim falls within the Department’s jurisdiction and whether it meets the applicable acceptance requirements.
  • Communicate with complainants, respond to their inquiries, and handle telephone inquiries received from the public or referred to the Section.
  • Review the complaint or claim files assigned to the employee, whether as a designated member or lead member, including the documents submitted against government entities.
  • Prepare draft notices of statements of claim and follow up on their submission to the concerned government entity within the legally prescribed timeframes and in accordance with the Department’s approved procedures.
  • Follow up on the receipt of the response from the government entity against which the claim has been filed.
  • Review and assess the response submitted by the concerned government entity.
  • Deliberate with the relevant team regarding the claim to determine the legal position of both parties to the dispute, assess the claimant’s entitlement to the claim, and verify the soundness of the legal position of the concerned government entity.
  • Correspond with the relevant parties involved in the dispute and participate in efforts to amicably settle the dispute by meeting with the parties to the complaint, in the presence of the relevant Department team and in accordance with the approved procedures.
  • Participate with the relevant team in preparing the draft waiver declaration and amicable settlement agreement to be concluded between the government entity and the claimant.
  • Prepare the final legal opinion memorandum and follow up on its signature by the relevant team members and approval by the concerned parties.
  • Prepare the draft Certificate of Completion of Government Claims Law Procedures and follow up on its approval and issuance.
Key Administrative Duties and Responsibilities:
  • Comply with the use of the “Tawqit” System for documenting all tasks and activities completed on a daily basis, in accordance with the applicable controls and procedures.
  • Prepare a weekly report covering all transactions assigned to the employee and the actions taken in relation to them, in accordance with the relevant instructions.
  • Comply with all work procedures applicable within the Department in relation to the “Tawtheeq” Transaction Management System.
  • Comply with the Department’s approved information security policies.
  • Comply with all circulars issued by the Department regarding attendance and working hours to ensure that assigned duties are completed within the required timeframe and to the required standards of quality and efficiency.
Academic Qualifications and Years of Experience:
  • Bachelor’s degree in Law.
  • 0–1 year of experience in the legal field.
Technical and Behavioral Competencies:
  • Good knowledge of the laws and legislation of the United Arab Emirates and the Emirate of Dubai.
  • Ability to draft legal notices and memoranda.
  • Proficiency in using computer applications.
  • Ability to work under pressure and provide efficient customer service.Effective communication skills and the ability to work as part of a team.
  • Proficiency in Arabic and English, both written and spoken.
