In this critical leadership and governance role, you will be responsible for orchestrating complex enterprise-scale IT transformation programs, including major ERP implementations and large-scale ITSM/CRM solution rollouts. You will leverage your deep practical expertise in program governance, stakeholder management, budget control, and agile/waterfall delivery frameworks to drive successful business outcomes. Detailed Job Description:
As an IT Program Manager supporting enterprise client operations in Dubai, UAE via Quantum Talent Group, you will take full operational and governance ownership of multi-million-dollar technology transformation portfolios from strategic inception through to operational go-live. Your day-to-day responsibilities include defining program roadmaps, establishing rigorous governance structures, managing cross-functional project teams, and overseeing complex ERP deployments and ITSM/CRM solution rollouts. You will collaborate closely with C-suite executives, external vendor partners, change management teams, and technical delivery leads to mitigate risks, monitor financial burn rates, and ensure flawless alignment with corporate strategy. Furthermore, you will drive executive status reporting, quality assurance standards, and post-implementation reviews.
Key Responsibilities:
- Lead the comprehensive planning, strategic governance, and end-to-end delivery of complex enterprise-scale IT transformation programs.
- Direct large-scale ERP implementations, cloud migrations, and enterprise ITSM/CRM solution rollouts across global business units.
- Establish robust program governance frameworks, steering committees, milestone tracking mechanisms, and financial controls.
- Manage cross-functional project managers, enterprise architects, change management leads, and external implementation vendors.
- Oversee program budgets, resource allocation, vendor contracts, procurement cycles, and expenditure forecasting.
- Identify, assess, and mitigate strategic program risks, operational dependencies, and critical path roadblocks.
- Deliver regular executive status reporting, KPI dashboards, and governance presentations to C-suite stakeholders.
- Drive change management strategies, user adoption frameworks, and post-implementation continuous improvement reviews.
Required Qualifications & Skills:
- Bachelor’s degree in Computer Science, Information Technology, Business Administration, Engineering, or a related discipline.
- Minimum of 10 to 12+ years of professional IT program and project management experience within enterprise environments.
- Proven track record leading complex, multi-stream enterprise IT transformations, ERP implementations, and CRM/ITSM rollouts.
- Expert practical mastery of program management methodologies (Agile, Waterfall, Hybrid, PMBOK, PRINCE2, MSP).
- Exceptional stakeholder management, executive negotiation, conflict resolution, and enterprise leadership capabilities.
- Strong financial acumen with proven experience managing multi-million-dollar program budgets and vendor SLAs.
- Preferred candidate profile: European or Arabic nationals currently residing and working in the United Arab Emirates (UAE).
- Mandatory legal eligibility to work in the UAE and immediate or short-notice availability for a 12-month contract.
Nice-to-Have Skills:
- Advanced postgraduate degrees such as an MBA or Master’s in Information Technology Management.
- Professional certifications including PMP, PgMP (Program Management Professional), PRINCE2 Practitioner, or Agile/Scrum credentials.
- Prior professional experience managing enterprise transformations within the MENA region or UAE government/banking sectors.
- Familiarity with SAP, Oracle ERP, Salesforce CRM, and ServiceNow ITSM platform architectures.
- Strong background in enterprise cybersecurity governance and cloud migration strategies.
