The Dubai Government Legal Affairs Department (”the Department”) is seeking to attract distinguished national talents to join the Strategic Planning and Institutional Excellence Office. The role focuses on supporting and advancing institutional excellence, quality, compliance, and continuous improvement systems, contributing to the achievement of organizational objectives while ensuring alignment with the Dubai Government Excellence Program, international standards, and recognized best practices.
Key Job Responsibilities
The successful candidate will perform daily tasks and provide executive support to the Strategic Planning and Institutional Excellence Office team to ensure the activation, operation, and continuous enhancement of institutional excellence, quality management, organizational processes, policies and procedures, compliance, and continuous improvement systems. Responsibilities include, but are not limited to, the following:
- Contribute to the operation and continuous enhancement of the Dubai Government Excellence Program framework and support the fulfillment of institutional assessment file requirements.
- Prepare, compile, and review evidence, documentation, and supporting materials related to institutional assessment files, ensuring their completeness and regular updating.
- Participate in the development and updating of organizational processes, work procedures, policies, manuals, and institutional templates in coordination with relevant organizational units.
- Follow up on the implementation of institutional improvement plans and recommendations resulting from institutional assessments and internal and external audits.
- Monitor institutional compliance requirements, prepare follow-up reports, identify cases of non-compliance, and track corrective action plans.
- Contribute to the operation and development of quality management systems and international standards implemented within the Department, while supporting internal and external audit activities.
- Prepare reports and executive presentations related to institutional excellence, quality, compliance, and continuous improvement systems.
- Coordinate with organizational units to obtain required data and documentation and follow up on the implementation of related institutional requirements.
- Contribute to the development of templates, methodologies, and guidelines that support institutional management systems.
- Utilize Artificial Intelligence applications and digital tools to organize institutional knowledge, prepare reports, analyze data, and support assessment, development, and improvement activities.
- Contribute to documenting best practices and lessons learned and promote the dissemination of institutional knowledge related to excellence and institutional development systems.
- Undertake any additional tasks, studies, or assignments related to the operation, implementation, and development of excellence and institutional development systems, ensuring alignment with the Dubai Government Excellence Program, international standards, and best practices.
Key Administrative Responsibilities
- Adhere to the use of the “Tawqeet” system to document all daily tasks and activities in accordance with approved regulations and procedures.
- Prepare a weekly report covering assigned cases, tasks, and actions taken, in line with issued instructions.
- Comply with all departmental procedures related to the “Tawtheeq” Case Management System.
- Adhere to the Department’s approved Information Security Policies.
- Comply with all circulars and instructions related to attendance and working hours to ensure the timely, efficient, and high-quality completion of assigned duties.
Academic Qualifications and Experience
- Bachelor’s degree in Business Administration, Quality Management, Public Administration, Industrial Engineering, Institutional Excellence, or a related field.
- Professional certifications in Quality Management, Institutional Excellence, Process Management, International Standards (ISO), or related fields are preferred.
- 3–5 years of practical experience in institutional excellence, quality management, process development, or organizational improvement.
- Experience in developing and updating institutional policies, procedures, and processes.
- Experience in preparing institutional assessment files and/or implementing Dubai Government Excellence Program requirements.
- Knowledge of relevant international standards such as ISO 9001, ISO 31000, ISO 22301, and other related standards.
- Knowledge of continuous improvement methodologies and institutional process management.
- Previous experience within a government entity or a consulting firm serving government organizations is preferred.
- Familiarity with the use of Artificial Intelligence applications in process improvement, reporting, and data analysis is an advantage.
Technical and Behavioural Competencies
