The Dubai Government Legal Affairs Department (\"the Department\") seeks to attract qualified professionals to work in the field of strategic support for the Strategic Planning and Institutional Excellence Office, in accordance with the approved regulations and procedures.
Key Duties and Responsibilities
Perform daily tasks and provide executive support to the Strategic Planning and Institutional Excellence Office team in activating, implementing, and achieving the requirements of strategic planning, institutional performance management, operational planning, and institutional initiatives management systems. This includes ensuring their effective operation, sustainability, and alignment with the Dubai Government Excellence Program requirements, as well as the priorities and directions of the Government of Dubai. Responsibilities include, but are not limited to, the following:
- Support the updating of the institutional strategy, specialized strategies, and operational plans in coordination with organizational units.
- Follow up on the development, alignment, documentation, and implementation of strategic initiatives and projects; monitor achievement rates and deviations; and prepare periodic progress reports.
- Monitor the development and availability of strategic and operational performance indicator data, ensuring data quality, accuracy, and regular updates.
- Manage and update performance, plans, and initiatives data on the Cubes system and/or other systems implemented within the Department.
- Prepare and analyze institutional performance reports and follow up with organizational units on the preparation of corrective and enhancement plans.
- Monitor the implementation of improvement and development plans by organizational units, take the necessary actions, and submit related reports to the Department’s leadership.
- Support the preparation of reports, studies, and analyses related to institutional performance and the achievement of strategic plans.
- Assist organizational units in preparing operational plans and performance indicators and linking them to strategic objectives.
- Contribute to the preparation of Dubai Government Excellence Program submissions, as well as studies and reports related to strategic planning and institutional performance systems and standards at all levels.
- Utilize artificial intelligence applications and digital analytics tools for data analysis, report preparation, and trend forecasting.
- Contribute to documenting institutional knowledge and best practices related to strategic planning and institutional performance management.
Administrative Duties and Responsibilities
- Comply with the use of the Tawqeet system to document all tasks and activities completed on a daily basis, in accordance with the applicable policies and procedures.
- Prepare a weekly report covering all assigned cases/transactions and the actions taken, in accordance with the relevant instructions.
- Adhere to all departmental work procedures related to the Tawtheeq (Document Management System).
- Comply with the Department's approved Information Security policies.
- Adhere to all departmental circulars and regulations related to attendance and working hours to ensure assigned duties are completed with the required timeliness, quality, and efficiency.
Academic Qualifications and Professional Experience
- Bachelor’s degree in Strategic Management, Business Administration, Public Administration, Project Management, Industrial Engineering, or a related field.
- Professional certifications in Strategic Planning, Institutional Performance Management, or Performance Indicators Management are preferred.
- 3–5 years of practical experience in strategic planning, institutional performance management, and/or initiatives management and monitoring.
- Experience in developing, implementing, and monitoring operational and strategic plans.
- Experience in developing and monitoring performance indicators and preparing executive reports.
- Experience in using performance management systems such as Cubes or similar platforms.
- Knowledge of the Dubai Government Excellence Program and institutional performance management methodologies.
- Knowledge of Dubai Government priorities and strategic directions.
- Previous experience within a government entity or a consulting firm serving government organizations is preferred.
