Job summary

Innovo Group seeks an experienced HSE Manager to lead project HSE teams, develop and implement HSE management systems compliant with local and national regulations for GCC projects.

You will liaise with clients and consultants on HSE matters, monitor team performance, conduct risk assessments, and ensure compliance with the HSE plan, audits, and KPI targets. A strong focus on training, coordination, and regulatory liaison is required.

Qualifications

• HSE degree or diploma is required.
• Experience implementing HSE standards in GCC projects.
• Ability to influence the workforce on HSE tools and compliance.

Responsibilities

• Assist Area HSE manager and assess project standards.
• Liaise with project consultants and clients on HSE issues.
• Monitor HSE team performance and compliance with systems.
• Ensure project risk assessments are developed and followed.
• Review project requirements with regards to HSE standards.
• Organize site walks and rectify deviations.
• Lead project HSE committee meetings.
• Assess activities' risk and implement controls.
• Audit and follow up on monthly HSE findings.
• Prepare staff appraisals and set KPIs.
• Communicate with authorities after accidents.
• Manage security issues and incident investigations.
• Ensure subcontractors comply with HSE rules.
• Coordinate HSE inspections with site team.
• Arrange training for site staff.
• Collect and review monthly safety statistics.

Role Purpose

Manage project HSE team by developing and implement HSE management systems compliant with local and national HSE legalization for specific projects.

Key Accountabilities

• Assist the Area HSE manager in HSE related matters; assess project HSE standards and general appearances.
• Liaise with project consultant and client as and when required regarding HSE related issues.
• Monitor HSE team performances and ensure their compliance with HSE Management System, HSE plan and requirements.
• Ensure all project Risk Assessments are developed and followed by operational teams.
• Review and advise project management team requirements with regards to HSE standards and general project appearances; follow up and ensure their implementation.
• Organize and ensure project site walks are conducted and all deviations are rectified accordingly.
• Organize and lead project HSE Committee Meetings.
• Assess project activities’ exposure to risk and ensure adequate control measures are in place.
• Audit, report and follow up on findings from monthly audits for the project to ensure HSE Management system, safety & environmental plan and legal requirements are implemented.
• Asses, and prepare department staff appraisals and set KPIs accordingly.
• Liaise and communicate with local government/authority and HSE Management at site after any accident occurred.
• Manage all security related issues within the project; report and investigate all accidents and incidents within the project as per company and project specific procedures.
• Ensure all subcontractors comply to Innovo HSE rules and regulations related to HSE Management system, HSE plan and legal requirements.
• Coordinate project HSE inspections with the site HSE Team
• Coordinate training arrangements for site staff.
• Collect and review monthly safety statistics report from all projects and submit to HSE Director.

Qualifications, Experience, Knowledge & Skills

• HSE Degree or diploma
• Further qualifications as required by relevant zoning authorities
• 10 + years relevant working experience in well-established contracting companies in GCC.
• Computer literate
• Knowledge of HSE standards, Operational hazards and controls, International HSE standards.
• Hands-on experience of implementing ISO 45001 & ISO 14001 requirements.
• Ability to influence employees for the implementation of HSE tools.
• Hands-on knowledge of HSE Management Systems.
• Good interpersonal and communication skills in order to interact with all levels of the business. Fluent in spoken and written English
• Ability to accept direction and complete work independently, demonstrating confidence and conviction with the ability to intervene at all times.
• A self-starter with a high degree of initiative.
• Ability to carry out risk assessments and provide improvement recommendations.
• Ability to work in all outside weather and site conditions.
