HSE Officer — Construction Site Safety Lead (UAE)

Job summary

Propel Consult is seeking a Safety Officer for UAE construction sites to implement and monitor HSE policies, conduct inspections, and ensure compliance with UAE regulations. You will lead toolbox talks, risk assessments, and safety training for workers and site staff.

The role requires 4–5 years in construction safety, UAE experience, and NEBOSH/IOSH as an advantage. Immediate joiners are preferred, with opportunities on major projects.

Qualifications

• 4–5 years of total experience as a Safety Officer in construction.
• Minimum 4 years of UAE construction experience is mandatory.
• Must have experience working on construction sites with a main contractor or reputed construction company.
• NEBOSH / IOSH certification will be an advantage.
• Strong knowledge of UAE HSE requirements.
• Immediate joiners are preferred.
• Candidates with UAE experience in buildings/high-rise/villas/commercial projects will be preferred.
• Relevant HSE/Safety qualification or diploma is required.

Responsibilities

• Implement and monitor company HSE policies, procedures, and safety standards at construction sites.
• Conduct daily site inspections and identify unsafe acts, unsafe conditions, and potential hazards.
• Ensure compliance with UAE HSE regulations and applicable construction safety requirements.
• Conduct toolbox talks, safety inductions, and regular safety awareness programs for workers and site staff.
• Prepare and maintain risk assessments, method statements, inspection reports, and safety records.
• Monitor the use of PPE and ensure workers follow all required safety procedures.
• Investigate accidents, incidents, near misses, and unsafe occurrences and prepare incident reports.
• Coordinate with site engineers, supervisors, subcontractors, and project management to resolve safety issues.
• Monitor activities involving working at height, scaffolding, lifting operations, excavation, electrical works, hot works, and confined spaces.
• Ensure proper implementation of emergency procedures and participate in emergency drills.
• Conduct regular safety meetings and provide recommendations for corrective and preventive actions.
• Follow up on safety observations and ensure corrective actions are closed within the required timeframe.
• Maintain proper documentation and records for audits and inspections.
• Support internal and external HSE audits and inspections.
