Job summary

Egis Group is seeking a highly skilled HSE Engineer to join the UAE site team. You will act as the liaison between the PMC/Client and Contractors, ensuring adherence to the HSE Plan, procedures and legal requirements.

The role emphasizes proactive risk management, audits, incident investigations, and strong collaboration with management and authorities. The candidate should have a minimum of 12 years of relevant HSE experience, a Bachelor’s degree in Engineering or HSE, and NEBOSH qualifications

• NEBOSH Diploma/ any HSE Qualification (Level 5 or above).
• ISO 45001: 2018 Lead Auditor Qualification

• Previous experience as a Supervision Consultant is mandotory.

Responsibilities

• Act as liaison between the PMC/Client and the Contractors to ensure adherence to the approved HSE Plan and all legal requirements.
• Develop and implement an effective HSE monitoring program including audits, meetings, and reporting.
• Participate in HSE incident investigations and ensure reportable incidents are communicated to regulators.
• Review and approve HSE documents, risk assessments and method statements.
• Chair regular HSE meetings at the site and coordinate with authorities as required.

About the Role

We are seeking a highly skilled and experienced HSE Engineer to join our site team in UAE.

The Consultant HSE Engineer will act as a liaison between the PMC/Client and the Contractors. They will ensure that Contractors implement and adhere to the approved HSE Plan, applicable procedures, and all relevant legal requirements. The Engineer will play a proactive role in identifying potential project risks and communicating them to the Contractors, ensuring that appropriate and effective control measures are implemented in advance to eliminate or mitigate those risks.

Key Responsibilities:

• Actively involve themselves in the various site meetings including HSE.
• Develop and implement an effective HSEproactive monitoring program. This includes joint inspection with Contractors, Audits, Quarterly audits, Fire safety audits, meetings, and presentations, in addition to producing all relevant HSEreports as per the client's HSErepresentative request.
• Participate with relevant parties during the HSE incident investigation process and ensure reportable incidents as per the statutory requirements are reported by the concerned parties to the appropriate regulatory authority.
• Ensure project HSE monthly reports are reviewed and forwarded to project managementin the previously accepted format and time period. This will include KPIs, statistical information for analysis and proactive trending.
• Prepare and disseminate HSE alerts using the client-approved template, in coordination with and subject to the approval of the Project Management HSE Representative.
• Evaluate, monitor and manage the HSE behavior and performance of the principal contractor. Also, take suitable steps to ensure that a positive HSE culture is developed at the site.
• Generate, review and approve project HSE documents such as HSE plans, HSE enforcement notes and close out, Inspections, HSE Management walk and Audit close out.
• Review and approve all risk assessments and method statements and give the necessary advice to the PMC / Client
• Ensure that contractors have carried out task-specific risk assessments and method statements for all site activities.
• Ensure that contractors communicate all controls in the risk assessment and method statement to their personnel who are involved in carrying out the task.
• Ensure, in case of non-compliance with the approved procedure, an HSE Enforcement Notice is issued and closed within the accepted time frame.
• Chair regular HSE Meetings at the site and ensure that the minutes are prepared, maintained and distributed to all concerned parties.
• Positive engagement with competent authority during any site visit.
• Participate inthe selection process of HSE staff in line with Client's OSH competency guidelines and obtain the final approval from the Client's OSHTeam.
• Ensure all concerned parties HSEMS are registered with the competent authority.
• Ensure all HSE permits and NOCs are obtained and up to date.
• Ensure all project-related HSE documents are up to date such as HSE Plan etc.
• Ensure that all applicable federal laws, local laws and ministerial orders are followed by all concerned parties on the site. Also, research and distribute all revisions and legislation that will affect the site.
• Provide recommendations to the PMC/Client Team to issue HSE appreciation certificates to recognise good HSE performance and achievements.
• Generate, review and approve project HSE documents and procedures, such as HSE plans and pertinent project-specific procedures, HSE Objectives and Targets, Legal Compliance Register, HSE enforcement notices, HSE Inspections, Management walk reports and Audit reports and ensure follow-up to close all the outstanding issues/reports within the agreed timeframe this includes updating all HSE documents and reports on the system (E.g., Asite, Aconex, etc.)

What do we need from you

The candidate shall have a minimum of 12 years of relevant experience in the HSE domain.
