Job summary

Black Pearl Consult partners with a leading organization in the infrastructure, power and energy sector in Dubai to recruit a Senior Manager – HSE Compliance. The role leads development and ongoing improvement of HSE compliance programs across large projects, ensuring alignment with UAE laws and international standards.

You will oversee risk assessments, audits, investigations, and training, mentor internal teams and contractors, and liaise with regulators to maintain best‑in‑class safety,

Qualifications

• Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or a related field. Master’s degree is an advantage.
• Minimum 10+ years of experience in HSE management, including at least 5 years in a senior or leadership role within the infrastructure, power, or energy sector.
• Strong knowledge of UAE HSE laws, international standards (ISO 45001, ISO 14001, etc.), and regulatory frameworks.
• Proven experience managing large-scale infrastructure or power projects with a focus on compliance and safety governance.
• Exceptional leadership, communication, and stakeholder management skills.
• Professional certifications such as NEBOSH, IOSH, or equivalent are highly desirable.

Responsibilities

• Develop and lead HSE compliance strategies, policies, and frameworks aligned with UAE regulations and international best practices.
• Oversee risk assessments, audits, inspections, and incident investigations, ensuring timely corrective actions and continuous improvement.
• Liaise with government agencies and regulatory bodies to maintain full compliance with health, safety, and environmental laws.
• Drive safety culture initiatives across all levels of the organization, ensuring proactive risk management and operational safety.
• Provide leadership, training, and guidance to internal teams, contractors, and project partners on HSE standards and compliance expectations.
• Monitor industry trends, legislative changes, and technological advancements to update compliance programs and ensure best-in-class practices.
