Job summary

Tanqeeb in Dubai seeks a Head of Execution to lead and control the overall delivery of major construction projects from mobilization to handover, ensuring milestones, budgets, quality, HSE compliance, and approvals.

You will guide senior site teams, develop execution strategies, monitor progress, coordinate with design, procurement, QA/QC, and authorities, and drive safe, on-time project completion with executive reporting.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.

Responsibilities

• Lead the execution of multiple construction projects and ensure achievement of approved project milestones and management targets.
• Manage and guide Project Managers, Construction Managers, Project Engineers, Site Engineers, foremen, and site execution teams.
• Develop project execution strategies, construction sequences, resource plans, logistics plans, and recovery/acceleration programs.
• Monitor actual progress against baseline and target programs; identify critical delays, constraints, and bottlenecks and ensure timely corrective action.
• Coordinate closely with Design, Planning, Commercial/QS, Procurement, MEP, QA/QC, HSE, Document Control, and Authority teams.
• Ensure timely availability of IFC drawings, technical approvals, materials, subcontractors, manpower, plant, equipment, and temporary works.
• Conduct regular project/site progress reviews and ensure clear action plans, responsibilities, and deadlines are established and followed.
• Monitor main contractor and subcontractor performance, productivity, workmanship, resources, and contractual deliverables.
• Ensure all works comply with approved drawings, specifications, method statements, ITPs, applicable codes, and project quality requirements.
• Coordinate authority inspections, permits, NOCs, and approvals required for uninterrupted construction activities.
• Resolve major technical, interface, sequencing, access, logistics, and site coordination issues in collaboration with relevant stakeholders.
• Review project cost performance, variations, material consumption, wastage, and cost-control measures with the Commercial/QS team.
• Ensure strict implementation of HSE requirements and maintain a strong safety culture across all projects.
• Coordinate with consultants, contractors, suppliers, authorities, and internal management on critical project matters.
• Oversee testing, commissioning, snagging, completion documentation, authority clearances, and final project handover.
• Provide executive management reports covering progress, cost, quality, safety, procurement, manpower, risks, delays, and decisions required.
• Establish and monitor performance KPIs for Project Managers and execution teams and drive accountability for project outcomes.
• Capture lessons learned and standardize best execution practices across current and future projects.

AUTHORITY & DECISION-MAKING

• Direct project execution priorities and deployment of site resources within approved organizational limits.

• Escalate critical delays, commercial risks, design constraints, contractor underperformance, and authority issues to senior

management.

• Recommend recovery measures, subcontractor/resource changes, acceleration requirements, and execution improvements.

• Review and endorse major construction methodologies, sequencing plans, and project execution strategies before management

approval where required.

Desired Candidate Profile

• QUALIFICATION & EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.

  • Typically 15+ years of relevant construction experience, including substantial senior management experience in project execution.

  • Strong experience in high-rise residential, mixed-use, or major building projects; UAE experience is highly advantageous.

  • Strong knowledge of construction planning, technical coordination, contracts, commercial controls, QA/QC, HSE, and authority

  requirements.

  • Highrise Building Experience is a must.

  • Proven ability to manage multiple projects, contractors, consultants, and multidisciplinary teams.
