Job summary

Penspen is seeking a highly experienced Senior Engineer, Procurement to lead procurement activities for EPC projects in the oil and gas sector. The role requires 15+ years of relevant experience and a strong background in expediting and supplier management.

You will review MR specs, source vendors, issue RFQs, negotiate terms, and prepare POs while ensuring compliance with project procedures and client requirements. On-site in Abu Dhabi, UAE.

Qualifications

• Bachelor’s degree in engineering, Supply Chain, or related field.
• 15+ years of procurement and expediting experience in oil & gas, preferably with EPC contractors or operators.
• Strong knowledge of vendor management, project procurement, and material tracking.
• Familiar with INCOTERMS and API/ASME specs.
• Proficient in ERP systems (SAP, Oracle) and Microsoft Office.

Responsibilities

• Review material requisitions and technical specifications from engineering.
• Source, evaluate, and prequalify vendors and suppliers.
• Issue RFQs, evaluate offers, and participate in bid tabulation.
• Negotiate contract terms, pricing, and delivery conditions.
• Prepare and issue Purchase Orders in coordination with commercial and legal teams.
• Ensure compliance with project procurement procedures and client requirements.
• Expedite: follow up with suppliers on acknowledgment, status, and delivery timelines.
• Monitor supplier progress to meet milestones and coordinate QA/QC inspection schedules.
• Coordinate with logistics and warehouse teams for timely deliveries.
• Maintain expediting reports and dashboards for internal/client reporting.

Key Responsibilities
