Lead Procurement Quality Engineer (Mechanical)
We are seeking an accomplished Lead Procurement Quality Engineer (Mechanical) to drive supplier quality, inspection, and procurement quality management activities for large-scale Oil & Gas EPC projects.
This role is ideal for a senior quality professional with extensive experience overseeing the procurement of mechanical equipment and materials, managing supplier quality performance, leading multidisciplinary inspection activities, and ensuring compliance with project specifications, international standards, and client requirements.
The successful candidate will provide technical leadership to procurement quality teams while serving as the focal point between Engineering, Procurement, Vendors, Third-Party Inspectors, Construction, and Project Management.
YOUR ROLE
As Procurement Quality Engineer (Electrical and Instrumentation), your key responsibilities include but not limited to:
- Lead all mechanical procurement quality activities across assigned EPC projects.
- Develop and implement project Procurement Quality Plans and surveillance strategies.
- Manage and mentor Procurement Quality Engineers and Vendor Inspectors.
- Establish supplier quality performance metrics and continuous improvement initiatives.
- Support project risk assessments for critical equipment and high-risk suppliers.
- Serve as the primary quality interface with clients and key stakeholders.
Supplier Quality Management
- Lead supplier qualification, evaluations, and quality audits.
- Review and approve supplier Quality Plans, Inspection & Test Plans (ITPs), manufacturing procedures, and inspection assignments.
- Monitor supplier manufacturing quality and schedule performance.
- Oversee vendor surveillance and inspection programs throughout the procurement lifecycle.
- Ensure effective management of supplier non-conformances, corrective actions, and root-cause investigations.
Procurement & Inspection Oversight
- Review procurement packages and technical requisitions.
- Coordinate third-party inspection agencies and vendor inspection activities worldwide.
- Witness critical manufacturing, testing, and acceptance activities.
- Review and approve final manufacturing records, quality dossiers, and documentation packages prior to shipment.
- Ensure compliance with project specifications, international codes, and client requirements.
Project Support
- Collaborate closely with Engineering, Procurement, Expediting, Construction, and Commissioning teams.
- Provide technical guidance on manufacturing quality issues and supplier performance concerns.
- Support resolution of quality issues impacting project schedules and delivery milestones.
- Contribute to lessons learned and procurement quality improvement programs.
The successful candidate should possess strong procurement quality experience with:
Storage Tanks: API 650 Atmospheric Storage Tanks, API 620 Low-Pressure Tanks, Tank Internals and Appurtenances, Floating Roof Systems, Tank Fabrication and Site-Erected Structures.
Static Equipment: Pressure Vessels, Heat Exchangers, Separators, Columns and Towers, Reactors, Drums, Filters, Air Coolers, Skid-Mounted Packages:
Piping Materials: Pipes and Tubes, Flanges, Fittings, Valves, Strainers, Specialty Piping Items, Pipe Supports and Structural Attachments.
Mechanical Manufacturing Processes: Welding and Fabrication, Heat Treatment, Non-Destructive Testing (NDT), Hydrostatic and Pneumatic Testing, Coating and Painting, Material Traceability and Certification, Mechanical Testing and Inspection.
WHAT WE’R LOOKING FOR
Experience
- Minimum 15+ years of QA/QC, Supplier Quality, Procurement Quality, or Vendor Inspection experience within Oil & Gas EPC projects.
- Minimum 5 years in a lead or supervisory procurement quality role.
- Demonstrated experience managing quality activities for major EPC projects involving refinery, petrochemical, LNG, offshore, or upstream facilities.
- Extensive experience conducting supplier audits and vendor assessments.
- Proven experience working with international suppliers, fabricators, and inspection agencies.
Education and Certifications
- Bachelor's Degree in Mechanical Engineering or related discipline.
Skills and Competencies
- Strong working knowledge of: API 650, API 620, API 510, ASME Section VIII, ASME B31.3, ASTM Standards, ISO 9001, Project Procurement Quality Management Systems.
- Strong leadership, stakeholder management, communication, and problem-solving capabilities.
