Job summary

Rosewood Abu Dhabi is seeking an Emiratization & Government Relations Manager to lead the hotel’s national workforce program and government liaison activities. You will drive Emirati talent attraction, development, and retention, ensuring compliance with UAE regulations and stakeholder expectations.

You will partner with government authorities and internal teams to advance talent initiatives, oversee regulatory processes, and contribute to Rosewood Abu Dhabi’s reputation and continued success in

Qualifications

• Strong knowledge of UAE Labour Law and Emiratization programs.
• Experience building productive relationships with government authorities and external stakeholders.
• Familiarity with Nafis and pension regulations.

Responsibilities

• Lead Emiratization strategy aligned with UAE workforce objectives and legislative requirements.
• Oversee end-to-end lifecycle of Emirati associates from attraction to retention.
• Serve as primary liaison with government authorities (MOHRE, ICP, GDRFA) and regulatory bodies.
• Ensure visa, labor contracts, Emirates ID, and related government processes are compliant and timely updated.
• Monitor Emiratization performance metrics and provide leadership with actionable insights.
• Drive digital transformation initiatives to improve Government Relations and Talent & Culture processes.

THE TEAM

As part of the Talent & Culture team, you will play a key role in shaping the future workforce of Rosewood Abu Dhabi while ensuring seamless partnership with UAE government entities. Reporting to the Assistant Director of Talent & Culture, you will collaborate closely with department leaders, associates, and external stakeholders to advance Emiratization initiatives, foster talent development, and maintain full regulatory compliance across the organization.

YOUR ROLE

As Emiratization & Government Relations Manager, you will lead the hotel's Emiratization strategy and Government Relations function, ensuring alignment with UAE national workforce objectives and legislative requirements. You will drive the attraction, development, engagement, and retention of Emirati talent while serving as the primary liaison with government authorities. Through your expertise and relationships, you will help create meaningful career opportunities for UAE nationals, support organizational compliance, and contribute to the continued success and reputation of Rosewood Abu Dhabi.

HOW YOU’LL MAKE THE PLACE

• Develop and execute the hotel's Emiratization strategy, ensuring alignment with UAE regulations, national initiatives, and business objectives.
• Lead the full lifecycle management of Emirati associates, including attraction, recruitment, onboarding, development, engagement, and retention.
• Build strong partnerships with government entities including MOHRE, ICP, GDRFA, Abu Dhabi Pension Fund, and other regulatory bodies.
• Oversee visa, labor contract, Emirates ID, and related government processes while ensuring full compliance and timely renewals.
• Manage Nafis participation, Abu Dhabi Pension Fund requirements, and all associated reporting and compliance activities.
• Collaborate with department leaders to create career pathways, succession plans, and development opportunities for Emirati talent.
• Monitor Emiratization performance metrics and provide insights and recommendations to leadership.
• Drive continuous improvement and digital transformation initiatives that enhance Government Relations and Talent & Culture processes.
  

COULD THIS BE YOU?

• You have strong knowledge of UAE Labour Law, Emiratization programs, Nafis, pension regulations, and government compliance requirements.
• You are experienced in building productive relationships with government authorities and external stakeholders.
• You are passionate about developing Emirati talent and supporting meaningful career growth opportunities.
• You possess excellent communication and interpersonal skills in both Arabic and English.
• You are highly organized, detail-oriented, and capable of managing multiple priorities in a fast-paced environment.
• You are confident analyzing data, preparing reports, and translating insights into actionable recommendations.
• You demonstrate professionalism, discretion, and integrity when handling confidential information.
• You are comfortable navigating government e-service platforms such as MOHRE, ICP, and GDRFA.
