Position Overview

Parsons is hiring an Electrical Engineer in Dubai, UAE to join its ITS Construction Supervision team supporting major transportation infrastructure and Intelligent Transportation Systems programs. The role focuses on the supervision, technical review, quality assurance, testing, commissioning, and handover of electrical systems serving ITS, traffic management, communications, and smart mobility infrastructure. Working with the Resident Engineer and multidisciplinary project teams, the Electrical Engineer will oversee contractor activities and ensure electrical works comply with approved designs, contract requirements, authority regulations, international standards, and project objectives.

What You 'll Be Doing

• Supervise installation, testing, commissioning, and handover of electrical systems supporting ITS and transportation infrastructure.
• Oversee electrical works associated with traffic signals, CCTV systems, Dynamic Message Signs, vehicle detection systems, communications systems, roadside equipment, and related field devices.
• Review electrical design drawings, calculations, specifications, and technical submissions for compliance with project requirements.
• Review shop drawings, material submittals, method statements, inspection and test plans, and testing and commissioning procedures.
• Monitor contractor performance and verify that electrical installations comply with approved drawings, specifications, quality requirements, and safety standards.
• Conduct routine site inspections covering workmanship, installation quality, approved materials, and compliance with project requirements.
• Verify installation of electrical panels, UPS systems, grounding and bonding systems, surge protection devices, conduits, ducts, cable routes, roadside cabinets, and associated infrastructure.
• Witness factory acceptance testing, site acceptance testing, integration testing, energization, and final commissioning activities.
• Coordinate electrical interfaces with ITS, telecommunications, ICT, civil, structural, and utility disciplines.
• Review and support resolution of technical queries, NCRs, site instructions, concession requests, and interface issues.
• Monitor construction progress and provide technical input on sequencing, scheduling, risk mitigation, and operational constraints.
• Support authority inspections, utility approvals, and energization activities.
• Manage punch lists and identified deficiencies through closeout and final acceptance.
• Review as-built drawings, O and M manuals, asset records, warranties, and final handover documentation.

Electrical Engineering and Compliance

The role includes detailed review of electrical engineering submissions supporting ITS construction. This covers electrical load calculations, cable sizing, voltage drop calculations, grounding calculations, and other relevant technical documentation. The Electrical Engineer will verify compliance with requirements from DEWA, RTA, Dubai Municipality, Civil Defence, utility providers, and other applicable authorities, together with relevant IEC, IEEE, and BS standards.

Construction Supervision and Quality

• Monitor contractor quality control activities and implementation of approved inspection and test plans.
• Identify technical issues and coordinate timely resolution with contractors, designers, authorities, and project stakeholders.
• Monitor electrical construction progress, risks, delays, and contractor performance.
• Attend progress meetings, technical workshops, coordination meetings, and authority consultations.
• Prepare technical reports, correspondence, inspection records, and progress assessments.
• Provide technical guidance and oversight to inspectors and junior engineers.
• Support the Resident Engineer with contract administration, claims review, variation assessments, and technical evaluations.

What Required Skills You 'll Bring

• Experience with CCTV systems, Dynamic Message Signs, traffic signals, roadside equipment, communications cabinets, vehicle detection systems, and associated field devices.
• Strong understanding of LV power distribution, grounding and bonding, surge protection, UPS systems, and electrical infrastructure supporting ITS deployments.
• Familiarity with electrical design reviews, load calculations, cable sizing, protection coordination, voltage drop analysis, and power quality requirements.
• Experience reviewing shop drawings, material submittals, method statements, test reports, FATs, SATs, and commissioning documentation.
• Knowledge of electrical interfaces with telecommunications, fiber optic networks, communications equipment, and ICT infrastructure.
• Familiarity with DEWA, RTA, Dubai Municipality, Civil Defence, IEC, IEEE, and BS requirements.
• Proficiency in AutoCAD, MicroStation, Bluebeam, or similar engineering software.
• Experience coordinating with utility providers and authorities for approvals, inspections, permits, service connections, and energization.
• Strong technical coordination, communication, reporting, and stakeholder management skills.
