Job summary

Talents Tide is seeking an experienced Data Management Section Manager to lead data management, analytics, governance, and data-driven decision-making within a Dubai government/semi-government organization.

This strategic leadership role requires translating institutional data into meaningful insights, frameworks, and recommendations to support organizational strategy and decision-making.

Qualifications

• Bachelor's degree in Data Science, Statistics, MIS, Computer Engineering, or Data Analysis.
• 7+ years of relevant professional experience.
• Strong experience in Data Management, Data Analytics, Data Governance, Data Strategy, or Data Infrastructure.

Responsibilities

• Lead the development and implementation of the organization's data management strategy, policies, frameworks, and standards.
• Oversee data collection, analysis, validation, visualization, reporting, and governance.
• Design and develop data infrastructure and central data repositories to support strategic decision-making.
• Establish data operating, archiving, quality, and management standards aligned with government requirements.
• Drive data maturity assessments and improvement initiatives.
• Oversee data security and ensure compliance with information security policies.
• Evaluate emerging technologies and data analytics tools and identify opportunities for innovation.
• Collaborate with Dubai Digital, IT, internal departments, and external stakeholders on data initiatives.
• Lead and develop the Data Management team, including workforce planning, performance management, and capability development.
• Provide data-driven recommendations to senior leadership and key decision-makers.

Bachelor's degree in Data Science, Statistics, MIS, Computer Engineering, Data Analysis, or a related field.

7+ years of relevant professional experience.

Strong experience in Data Management, Data Analytics, Data Governance, Data Strategy, or Data Infrastructure.

Experience working with government, semi-government, or large institutional environments is highly desirable.

Proven ability to lead multidisciplinary teams and manage senior internal and external stakeholders.

Strong strategic thinking, analytical, and policy-development capabilities.

Strong understanding of UAE/Dubai government data standards and digital transformation would be an advantage.
