Halian Group is seeking a Cyber Technical Lead for a banking-regulated environment in the UAE. You will lead a multi-disciplinary cyber security squad delivering AppSec, AI governance, continuous security validation, and compliance services.

You will oversee security tooling, governance, and risk reporting while aligning with regulatory requirements and enterprise policies. The role emphasizes DevSecOps, cloud security (Azure/AWS), and secure-by-design practices across the software delivery

Responsibilities

• Lead cyber security squad across four workstreams: AppSec, AI Governance, Continuous Security Validation, Compliance & Audit Trail Management.
• Ensure delivery aligns with security policies, regulatory requirements, and SLAs.
• Own and govern enterprise security tooling ecosystem; drive optimization and integration.
• Define and oversee integration architecture across security platforms and engineering toolchains.
• Establish evidence management processes for audit, attestation, and regulatory reporting.
• Act as 1LoD counterpart to Risk, Compliance, IA, and AI CoE teams.
• Lead Security Champions programs across engineering teams.
• Drive DevSecOps adoption and secure-by-design across delivery environments.
• Present governance metrics, risk posture, and executive dashboards.
• Govern vulnerability management and posture improvement initiatives.
• Collaborate with cloud, infra, apps, and platform teams to boost cyber resilience.
• Prepare for internal reviews, audits, and regulatory inspections.
• Support AI governance and AI risk management implementations.
• Drive continuous security transformation initiatives across cyber operations and engineering practices.
