Job summary

Norconsult Telematics seeks a seasoned CME Assurance & Survey Manager to lead field QA/QC for data center projects in Damascus, ensuring civil, mechanical and electrical works meet approved designs and acceptance criteria.

You will supervise QC inspectors and surveyors, review ITPs, witness points, and commissioning across Levels 1–5, coordinating with design and site teams to drive on-time handover and maintain high build quality.

Qualifications

• Bachelor's degree in Civil, Mechanical, or Electrical Engineering.
• 6–8 years in CME or MEP field quality, inspection, or commissioning.
• Experience on data center, mission-critical projects or similar facilities.
• ISO 9001 internal or lead auditor certification or equivalent QA/QC training.
• Familiar with inspection and test planning, hold/witness points, and IST.
• Knowledge of standards such as TIA-942, Uptime Institute tiers, ASHRAE, NFPA; EN 50600 is a plus.
• Engineering-survey competence (total station, GNSS) is advantageous.
• Strong English reporting; Arabic helpful for local coordination.

Responsibilities

• Maintain calibration control of survey/test equipment and quarantine out-of-calibration items.
• Manage non-conformance process and NCRs end-to-end until closure.
• Withhold acceptance of non-conforming CME work when required.
• Report build quality status, trends, and risks with clear records.
• Coordinate with design, commissioning and site teams to align acceptance criteria.

Job description

This position is on-site based in Damascus Governorate, Syria.

Lead and manage the field quality assurance and survey program for all civil, mechanical, and electrical (CME) works across the project, ensuring that what the Client's contractor builds matches the approved design and the agreed acceptance criteria from early site works through commissioning and handover. The CME Assurance & Survey Manager will lead the QA/QC inspectors and surveyors and give the program a clear, evidence-based view of build quality. The ideal candidate will have proven mission-critical inspection and commissioning experience in the Middle East market.

Job Description & Responsibilities:

• Establish and run the CME inspection and survey regime across all assigned data center sites.
• Supervise the CME QC inspectors and surveyors, set their site assignments, and review their output before it enters the record.
• Review and approve the contractor's Inspection and Test Plans (ITPs), embedding NT hold and witness points.
• Witness and disposition activities at agreed hold and witness points before work is allowed to proceed.
• Assure the contractor's commissioning across Levels 1 to 5 (L1 to L5), through the Level 5 Integrated Systems Test (IST) with load‑bank and failure‑mode demonstrations.
• Verify that commissioning results meet the target availability tier, whether Uptime Institute Tier III or Tier IV per site.
• Manage the survey verification regime, checking control, levels, flatness, verticality, and setting‑out against stated tolerances.
• Maintain calibration control of survey and test equipment and quarantine any out-of‑calibration item.
• Manage the non‑conformance process end to end, raising Non‑Conformance Reports (NCRs) and tracking corrective actions to closure.
• Withhold acceptance of non‑conforming CME work and elevate independently of schedule pressure.
• Report build quality status, trends, and risks to the program with clear, evidence-based records.
• Coordinate with design, commissioning, and site teams to align acceptance criteria and resolve technical queries.

Qualifications & Experience:

• Bachelor's degree in Civil, Mechanical, or Electrical Engineering, or a closely related discipline.
• Minimum 6 to 8 years in CME or MEP field quality, inspection, or commissioning assurance, including leading a site QC and survey team.
• Direct experience on data center, mission‑critical, or comparable critical‑facility projects, with hands‑on exposure to critical power, cooling, and life‑safety systems.
• ISO 9001 internal or lead auditor certification, or equivalent QA/QC training, with practical inspection and non‑conformance experience.
• Working knowledge of inspection and test planning, hold and witness points, and acceptance documentation, including commissioning across Levels 1 to 5 (L1 to L5) and Integrated Systems Testing (IST).
• Familiarity with key standards such as TIA-942, Uptime Institute tier criteria, ASHRAE guidance, and relevant NFPA references; awareness of EN 50600 is an advantage.
• A formal surveying qualification and engineering‑survey competence (total station, level, GNSS) is an advantage.
• Strong reporting in English; Arabic is required given the multi‑site fieldwork and coordination with local stakeholders.
